Chair Polito called the meeting to order at 2:33 p.m. K. Repka, J. Solly, M. Wilson, B. Finney, and Councillor Richardson were in attendance.

There were no deputations or presentations.

There was no correspondence.

A. Found advised that he is now in receipt of the 2019-2023 Treasurer's Statements, which contain a large amount of information. He requested clarification from the Task Force regarding the specific information being sought from these statements. The Task Force advised it is looking to understand development charges reserve activity (draws and contributions), balances and debt obligations. A. Found committed to making best efforts to obtain this information, along with the outstanding 2024 Treasurer's Statement, from Treasury Division for the next meeting, recognizing that Treasury Division staff remain preoccupied with the audit of 2024 finances.

A. Found walked the Task Force through the Issue Tracker, which staff developed based on expressions made at the previous Task Force meeting. Information in the Issue Tracker is organized into the following fields:

  • Number - numbers 1, 2, 3 etc. identifying issues
  • Category - category (administration, capital planning, economic growth, etc.) for issue classification purposes
  • Issue - name of issue raised for consideration and exploration
  • Source - Task Force or staff member tasked with researching the issue, obtaining additional information, and reporting back to the Task Force accordingly
  • Guiding Questions - questions setting the context around the issue
  • Review Comments - responses to guiding questions and provision of additional context and considerations to inform recommendations
  • Tentative Recommendation(s) - potential recommendations based on the foregoing information and intent of the Task Force

At this time, the Issue Tracker consists of the 2019 Task Force's issues as well as the current Task Force's issues as identified at its meeting of March 24, 2025. At the next meeting, A. Found intends to walk the Task Force through the 2019 recommendations and note which ones were implemented or not and why. This will aid the Task Force in determining whether any of the 2019 recommendations should be considered in some manner for reiteration in 2025. For each current issue, a Task Force member or A. Found volunteered to assume assignment.

A. Found advised Watson and Associates has a scheduling conflict respecting the June 9, 2025 meeting date and is thus unavailable. Dates and times of scheduled Task Force meetings were reviewed and amended as follows by consensus:

April 21, 1:00 pm - time changed to 2:30 pm - B. Finney will not be in attendance

May 5, 2:30 pm - no change

May 26, 1:00 - time changed to 2:30 pm - J. Solly will not be in attendance

June 9, 1:00 pm - date and time change to June 16 at 2:30 pm

June 23, 1:00 pm - time changed to 2:30 pm

All meetings will take place in the Weldon Room, City Hall.

No other business was raised.

The next meeting will be Monday, April 21 at 2:30 p.m. in the Weldon Room, City Hall.
