L. Robertson called the meeting to order at 2:33 p.m. Councillor E. Smeaton, and members C. Appleton, B. Hodgson, and D. Webb were in attendance.

Manager of Environmental Services D. Kerr, Regulatory Compliance Officer K. Pantaleo and Administrative Assistant S. McKillop were also in attendance.

    That the Minutes of the Lindsay-OPS Landfill Public Review Committee Meeting of September 20, 2023, be received.

No Landfill complaints were received.

No leachate outbreaks were reported.

No public comments were received.

Regulatory Compliance Officer K. Pantaleo provided Lethality Testing results for 2023.  This sampling is completed quarterly at Surface Water 13 and sent for testing at the certified lab, AquaTox.  All samples taken in 2023 were reported as "a non-detect", meaning that according to the results there have been no adverse affects to the surface water.  Final report for 2023 to be provided in 2024. 

The Action Plan for the 2024 Customer Satisfaction Survey was circulated to the Committee. The Committee reviewed the Action Plan and discussed the outstanding items, including the method and date to execute survey.  The Committee requested Communications Department provide input and be invited to our next PRC meeting to discuss.  Decision was made to finalize an Action Plan at the January 2024 meeting.  Committee decided to analyze the data in Q3 and review the results in Q4 of 2024.

Committee requested minor grammar changes to be revised and provided to the Committee in January 2024 to review and approve.  Work plan will be brought in a Staff Report to Council in March 2024.

D. Kerr suggested that the Committee members could assist by doing an in-person assessment of operations and site conditions.  After some discussion it was determined to continue with the Customer Satisfaction Survey instead.

Review of the 2024 Work Plan deferred to January 2024.

Reviewed recommendations in the Annual Monitoring Report and provided the Committee with an action plan.  The Committee asked if the MECP had any comments and The City had not received any comments as of yet.  A few of the recommendations may require a formal application with The Ministry and K. Pantaleo will discuss these items with the local inspector and report back to the Committee.

Councillor Smeaton brought forward some inquiries from residents at the scale house and improving traffic flow.  He suggested staff approach customers to determine their waste type and allow leaf & yard as well as recyclables to by-pass the scales due to the no-charge nature of the loads.  K. Pantaleo advised that quantities still have to be accounted for as part of our Environmental Compliance Approval and reportable waste quantities.

The next meeting is set to take place January 17th, 2024 at 2:30 PM
