Mayor Elmslie called the Meeting to order at 1:00 p.m. Deputy Mayor T. Richardson and Councillors R. Ashmore, D. Joyce, C. McDonald, M. Perry, E. Smeaton, P. Warren and E. Yeo were in attendance in Council Chambers.

CAO R. Taylor, Deputy Clerks J. Watts and S. O'Connell, Directors L. Barrie, S. Beukeboom, C. Faber, B. Robinson, J. Rojas, C. Shanks, Paramedic Chief S. Johnston and Human Services Manager J. Mitchell were also in attendance in Council Chambers.

City Solicitor R. Carlson, Manager of Realty Services S. Dyer, Manager of Planning J. Connolly, Supervisor of Municipal Law Enforcement and Licensing J. Toste and IDEA Partner C. Briggs were in attendance electronically.

Mayor Elmslie:

  • April 28th was recognized as the National Day of Mourning for Workplace Health and Safety, being a day to recognize those we have lost due to workplace illness and injury.
  • Words of appreciation and thanks were extended to Craig Shanks, Director of Community Services, in light of his retirement after over twenty-five (25) years of service with the municipality.

Councillor Warren:

  • 40th anniversary of the Sheila Boyd Museum will be held on May 20th from 12:00 p.m. to 2:00 p.m.
  • The Welcome to Summer Event will be held in Bobcaygeon on June 8th. The event will include an opportunity to test drive an electric vehicle.
  • Residents were encouraged to treat every day as though it is Earth Day.
  • World Migratory Bird Day will be recognized on May 11th with events to be held at the Ken Reid Conservation Authority.
  • Words of appreciation were extended to all of the volunteers who contribute to community events.

Deputy Mayor McDonald:

  • Recently attended Lindsay Art Gallery Annual Student Juried Exhibit and presented awards to the award recipients.
  • Kawartha Lakes Food Source held an Open House and Facility Tour on April 5th. Words of thanks were extended to all of the staff at Kawartha Lakes Food Source for their contributions to the organization.
  • Recently attended a Public Speaking Competition held in Omemee with Mayor Elmslie. The student participants were inspiring.
  • April was recognized as Autism Awareness Month.
  • A housewarming celebration was recently held for the newest Habitat for Humanity family. Words of congratulations were extended to the family and also to Habitat for Humanity for their contribution to the community.
  • The 2024 Awards of Excellence have been held for the Lindsay and District Chamber of Commerce. Words of congratulations were extended to all of the award recipients.
  • The I.E. Weldon Girls Curling Team were congratulated for winning the All Ontario Championship.
  • Residents were reminded that the 2024 International Plowing Match will be held in Lindsay from October 1st to October 5th.

Councillor Richardson:

  • Words of congratulations were extended to Beverly and Paul Williams on the celebration of the 50th Anniversary for Williams Design Studio. Williams Design Studio will be hosting an Open House on May 11th and May 12th.
  • The Janetville Community Centre and the Janetville United Church will be hosting a yard sale on May 11th from 8:00 a.m. to 3:00 p.m.
  • The Annual Victoria Day Weekend Celebration will be held in Bethany from May 17th to May 20th.
  • Words of thanks were extended to all of the communities that hosted 20 minute clean up events during Earth Week. It is wonderful to see the community spirit.
  • Words of congratulations were extended to the newly formed Pontypool Swans Organization; the new chapter has been formed to focus on community fundraising opportunities.

Councillor Joyce:

  • Residents were reminded that the Kawartha Lakes Public Library is about more than books. The Library provides an opportunity for residents to access activities and programming free of charge, through the Community Pass Collection.  The Library will loan a family swim or skate pass to a library user in one week increments free of charge.

Councillor Perry:

  • Councillor Perry also recognized the National Day of Mourning for Workplace Health and Safety.
  • The County Living Show was held in Fenelon Falls from April 19th to April 21st. The event was very well attended and words of appreciation were extended to Shannon Rowsell, the President, and Mary Lee, the Executive Director, and their entire team for organizing the event.
  • Councillor Perry relayed words of appreciation from Jardine Funeral Home for the Clerk's Office Staff.  It was noted that S. O'Connell and the Clerk's Office Team worked to assist local funeral homes with the burial permit process during the height of the pandemic and their efforts were greatly appreciated.
  • Words of thanks were extended to Cathie Ritchie, the City Clerk, and to Christine Briggs, IDEA Partner, for amending the proposed City of Kawartha Lakes Flag Policy to recognize first nations governments within the proposed policy. It is an important step for reconciliation.
  • It was also recognized that members of the Fenelon Cemetery Board were in attendance for the Regular Council Meeting.

Councillor Ashmore:

  • Local resident James Clark was recognized for his participation in mixed martial arts and recent attendance at a championship held in Phuket, Thailand.
  • An Economic Summit held in Ajax on April 12th and it was attended by municipal representatives throughout Durham Region.
  • The grand opening of McCabe Tractors was held on April 19th; the McCabe Family was congratulated on the event.
  • It was noted that May is Jewish Heritage Month.
  • A Mother's Day Breakfast will be hosted by the Dunsford and District Lions Club on May 12th at the Dunsford Community Centre.
  • It was also noted that the Daffodil campaign for the Canadian Cancer Society is underway. It was recognized that many residents within the community are navigating their way through cancer.

Councillor Smeaton:

  • The Kawartha Lakes Food Source will be hosting a High Tea on May 16th at the Lindsay Golf and Country Club with all proceeds going to Kawartha Lakes Food Source.
  • Words of appreciation were extended to the organizers of the commemoration event that was held at Victoria Park in recognition of the National Day of Mourning for Workplace Health and Safety.
  • The Kawartha Concert Band and the Kawartha Singers held amazing concerts at Cambridge Street United Church through the month of April.
  • It was noted that cultural groups within Lindsay are continuing to grow and there is now a Hispanic Facebook Page for Lindsay which is a fantastic addition.
  • Congratulations were extended to Manager Johnson on the Public Information Session for that was held for Pioneer Park in Lindsay.
  • Words of thanks were extended to the Kawartha Lakes Police Service for coordinating a ride along.

Councillor Joyce:

  • The 17th Annual Machik Lindsay Dinner will be held on May 4th at the Victoria Park Armoury with proceeds supporting efforts within Tibet. The event will celebrate the Rabgey family's receipt of the Governor General's Meritorious Service Cross.

Councillor Yeo:

  • Residents are encouraged to visit the wharf in Coboconk to see the improvements that have been incorporated.  The project is 75% complete and words of appreciation were extended to the Community Services Division for all of their efforts.

Chief Administrative Officer Ron Taylor:

  • Words of appreciation and congratulations were extended to Director Shanks in light of his retirement.
  • Words of appreciation were extended for the recognition of the National Day of Mourning for Workplace Health by members of Council.
  • It was noted that May is employee appreciation month and words of appreciation were extended to Staff for their contribution to the municipality. Staff appreciation events will be held by departments throughout the month of May.

Bob Stewart and Paul McPherson spoke to the Application to Amend the Town of Lindsay Zoning By-Law 2000-75 at 158 Colborne Street West, Lindsay.  They outlined that the subject property currently contains a duplex structure and the proposed zoning by-law amendment would allow an additional three-plex containing six (6) units with access off of Walker Street. They noted that the original application was considered in 2022 and proposed a four-plex with eight (8) units. At that time residents expressed concern surrounding intensification, parking and traffic safety. Concerns were expressed relating to safety and traffic congestion due to the proximity to the Canada Post Community Mailbox and to the intersection of Walker Street and Colborne Street West, they asked Council not to approve the current Application.

Lalitha Poonasamy spoke in opposition to the proposed heritage designation of 49 King Street, Bobcaygeon (the Bobcaygeon Schoolhouse).  She raised concerns relating to the lack of consultation by Staff in relation to the proposed heritage designation and questioned the basis for the proposed designation.  She noted that the property has been extensively renovated and questioned how the property could quality for a designation. She requested that the proposed heritage designation be deferred to allow an opportunity for her to consult with Staff.

Kent Randall, EcoVue Consulting

Kent Randall, of EcoVue Consulting, spoke as the planner for the application and supported the staff recommendation for approval. He provided an overview of the application noting that the application was deferred in 2022 to provide an opportunity to respond to outstanding comments from outside agencies. An open house was held and changes were made to reduce the proposal from four townhouse units to three townhouse units.  The applicants downsized the application to appease concerns from area residents. It was noted that Staff have not expressed any safety concerns relating to traffic and have recommend that the application be approved. He noted that the application conforms to the Provincial Policy Statement and is an example of gentle intensification which would help to achieve the housing targets.

Gabriella Kalapos

Gabriella Kalapos spoke to the importance of opening up the energy system within Ontario which has historically favoured fossil fuel. She noted that heat pumps and geo-thermal heat pumps are available as an alternative to fossil fuel heat sources to meet energy needs. We need to insure that we are doing due diligence to aid the climate emergency. She also noted that fossil fuel infrastructure cause a risk associated with stranded assets relating to that infrastructure.

David Rapaport spoke to the natural gas expansion in Bobcaygeon and encouraged Council to reconsider the support that has been provided to the project. He expressed concern relating to climate change and expressed concern relating to the construction of new carbon infrastructure.

Big Brothers Big Sisters of Kawartha Lakes Overview Presentation
Janice Balfour, Executive Director, Big Brothers Big Sisters of Kawartha Lakes

Janice Balfour, Executive Director of Big Brothers Big Sisters of Kawartha Lakes-Haliburton, provided an overview of the services that they provide. It was noted that they work to ignite the potential in all youth through three core principles, being Igniting Intention, Igniting Empowerment and Igniting Growth. It was also noted that they provide individual mentoring, in-school mentoring and group programming. Challenges often arise relating to funding and the need for additional volunteer recruitment.

Janine Mitchell, Human Services Manager, provided an overview of the Ontario Works Caseload Demographics.  The overview included data surrounding the monthly caseload for Ontario Works as well as trends and predictions with regard to caseload numbers. The overview also provided a summary surrounding the individuals receiving assistance, namely average age, family dynamic, the average number of years receiving assistance, the goals and the barriers prevent the achievement of those goals.

The City Solicitor presented information to Council for its consideration pertaining to an appeal to the Ontario Land Tribunal by King’s Bay Golf Club Limited to amend the Official Plan and Zoning By-law affecting 27 Stub Road, and associated application for a plan of subdivision, to support a proposed redevelopment of a former golf course into 46 lots for single detached dwellings.  Council provided instructions to the City Solicitor.
