Chair M. Perry called the meeting to order at 1:00 p.m. Roads Task Force members P. Warren, M. Doble and R. Ashmore were in attendance. Acting Director of Public Works O. Vigelius, Manager of Technical Services (Engineering) M. Farquhar, and Executive Assistant to Mayor and Council C. Ellison were also in attendance in Council Chambers. The Chair noted the presence of Councillor Joyce in the gallery, who was present to provide information regarding a case study, not to advance or participate in any Council business.

In opening the meeting, Councillor Perry drew the group's attention to a photo of a public sign asking for people to sign a petition to have a local road paved. He acknowledged that there needs to be a way to address public requests while still balancing residents' needs and wishes while adhering to staff recommendations based on road science and data.

Salt Management Memo
Councillor Warren

Councillor Warren provided an overview of the memo and noted that the amount of salt being used for winter control is going up across the province and the salination of our waters is increasing rapidly, not just here but more broadly. There was agreement that municipalities need to have more input into the levels of salt being used.

Considerations To-Date
Councillor Perry

Councillor Perry provided an overview of the different approaches and considerations for improving the process of bringing forward road requests from residents when roads need resurfacing outside of the 5-Year Plan. It was noted that with Strong Mayor powers, the Mayor has final say and that discussions with him are needed to bring forward issues.
It was requested that area meetings that currently happen between Public Works and Councillors be expanded to include Engineering. Manager Farquhar indicated that staff from Engineering would be open to attending some or all of these area meetings in order to add another access point between Council and staff. Staff could attend a meeting prior to the release of the yearly Lifecycle Management recommendations to engage councillors and receive their input.
Manager Farquhar further noted that there would be a new Roads Need Study beginning in 2026 that would cover 2028-2032. As a living plan, this study helps to guide decisions, but is not 'set in stone' and can be revised. There is an update that happens at the mid-way point of each 5-year cycle, to provide Council and the public current state information and an opportunity to revise plans.
Councillor Ashmore discussed a desire to revive 'Road Tours' with staff and brought up having access to the 'Roads Database.' Acting Director Vigelius noted that councillors are welcome to request a meeting with staff to see the database and review specific information. Blanket access is not currently recommended by staff as the database remains a work-in-progress and not all entries have been vetted for complete accuracy, and not all entries are complete. Manager Farquhar offered the data for the Roads Need Study to councillors, as it is largely the same information in the database; a list of other data entry points in the database could also be provided as a way to indicate what other information may be available. Further discussion of the database will be continued at the next meeting. 
Councillor Perry noted that the list of considerations would be updated for the next meeting as 'draft recommendations' for the final report back to Council by year's end.

New German Paving Technology
Councillor Perry

The brief video clip was played that advertised new 'self-healing' paving technology. Acting Director Vigelius had many questions, including how much it costs, whether it is available in Canada, how well it would hold up to Canadian winters and the huge temperature swings. Manager Farquhar noted that a different asphalt paving product originating in Europe is now being used more widely in North America. This newer product is expected to make roads last far longer. Councillor Perry asked Manager Farquhar to bring 1-2 pages of information back about the German technology to the Task Force at its next meeting in September. Manager Farquhar agreed. 

Kenscott/Thorndyke and Scugog Road

Councillor Joyce was present to provide information on the possibility of 'road-swapping' in the 5-Year Roads Plan: for example two roads in Ward 4 where Kenscott Road could be forwarded to 2025 in place of Scugog Road, which could then be pushed to 2026. He suggested that such 'road-swapping' would generally need the Engineering Department's support to identify cost efficiencies, possible groupings of roads, and whether each swapped road was of like length and material, which would affect cost. He also noted that while swapping roads will make some residents happier, it will inevitably make other residents less satisfied. Councillor Joyce was thanked for his information. 

King's Wharf Road
Councillor Ashmore

Councillor Ashmore spoke to the conditions of King's Wharf Road and explained that it is becoming a main thoroughfare from east to west, but has not received enough attention. He used it as an example of roads or road sections that do not see major resurfacing efforts for many years. Manager Farquhar noted that age does not dictate performance and that there are many factors that determine how long a road will last. Smears that have been applied have certainly helped to prolong the life of those sections, but age of a road is a factor in repair and resurfacing decisions by staff. 

The Task Force will resume at the call of the Chair by September, at which time the plan for holding roads meetings in communities will be finalized.
