C. Appleton called the meeting to order at 2:34 p.m. Councillor D. Joyce, Councillor P. Warren, C. Appleton and J. Taylor were in attendance.

Manger of Waste Management H. Dzurko, Waste Reduction Coordinator B. Druery and Administrative Assistant S. McKillop were also in attendance.

Staff provided an update on Bulky Plastics included with the Integrated Waste Management Strategy (IWMS) update.  This initiative would involve expanding the bulky plastic recycling collection programs to the other City-owned sites for increased convenience and better accessibility amongst residence.

Staff provided an update on the Integrated Waste Management Strategy (IWMS) update.  The first (1st) draft was received by staff February 18, 2025.  Staff reviewed the draft and returned it to Dillon Consulting for editing.  The second (2nd) draft was received by Staff March 7, 2025.  Staff reviewed the proposed initiatives within the Integrated Waste Management Strategy.  A goal has been set out to present the Integrated Waste Management Strategy (IWMS) on May 6, 2025 to Committee of the Whole (COW) and May 20, 2025 at Regular Council Meeting.

Staff provided an update on Source Separated Organics (SSO) included with the Integrated Waste Management Strategy (IWMS) update.  Committee members wanted to ensure that in addition to the proposal to implement a pilot program for in-home composting units, the City continue to investigate the option of a City wide curbside SSO program. Committee members noted that evaluation has already been done and it was not considered feasible to distribute at home composters to all homes.  This information was presented to Committee of the Whole on June 6, 2023 in Report WM2023-009.

Staff provided an update on the Construction and Demolition (C&D) Program included with the Integrated Waste Management Strategy (IWMS) update.  Assess the feasibility of expanding the diversion program to other active landfill sites, as well as identifying opportunities for other C&D waste streams (e.g., aggregates and glass) to be collected for diversion as markets are developed.

Staff provided an update on the Corporate Waste Reduction Initiatives Program included with the Integrated Waste Management Strategy (IWMS) update.  Staff advised that Dillon Consulting recommended that a working group be developed with two meetings per year to discuss potential opportunities to reduce waste from City operations.

Staff provided an update on the Re-Use Program included with the Integrated Waste Management Strategy (IWMS) update.  Staff advised that input from staff and the public shows interest in supporting existing community programs.  The Committee is requesting educational signage be placed around the Lindsay-Ops Landfill re-use bin and appearance to be cleaned up.

Staff provided an update on Non-Eligible Source (NES) recycling plans.  Council received report WM2025-001, Update on Blue Box Options for Non-Eligible Sources.  The following recommendations were carried, that as of January 1, 2026, NES properties will not receive curbside collection of recycling.  The By-law is amended to reflect the changes.  The City will send letters to the NES properties affected.  Staff will continue to explore alternative options to support the NES properties.

Staff provided an update in a slide show presentation on the Textile Recycling program.  Staff advised that a request for a service provider was sent out in 2024, but no bids were received.  Staff followed up with the existing contractor and other service providers but could not retain a contractor for curbside collection.  Staff will promote landfill drop off site locations and event days and provide public education for continued diversion efforts through both on-site and event day locations.

Staff amended the 2025 meeting dates.
