Call to Order

Mayor Elmslie called the Meeting to order at 9:00 p.m. Deputy Mayor T. Richardson and Councillors R. Ashmore, D. Joyce, C. McDonald, M. Perry, E. Smeaton and P. Warren were in attendance in Council Chambers.

Councillor E. Yeo was in attendance electronically.

CAO R. Taylor, Deputy Clerk J. Watts, Deputy Clerk S. O'Connell, Directors S. Beukeboom, C. Faber, R. Holy, B. Robinson, C. Shanks and Paramedic Chief S. Johnston were also in attendance in Council Chambers.

Richard Holy, Director of Development Services, provided an overview of Development Services. Development Services includes Planning Division, the Building and Septic Division and Economic Development. The overview included a description of the highlights and accomplishments from 2023, the objectives for 2024 as well as a summary of the budget pressures that will apply to 2024.

Public Works includes Roads Operations, Waste Management Operations, Fleet Services, Transit Operations as well as Water and Wastewater Operations. The overview included a description of the highlights and accomplishments from 2023, the objectives for 2024 as well as a summary of the budget pressures that will apply to 2024.

The overview included a description of the highlights and accomplishments from 2023, the objectives for 2024 as well as a summary of the budget pressures that will apply to 2024.

The overview included a description of the highlights and accomplishments from 2023, the objectives for 2024 as well as a summary of the budget pressures that will apply to 2024.

Human Services includes Housing Services, with the Community Housing (with the Affordable Housing Development, and Homelessness Prevention Divisions), Kawartha Lakes-Haliburton Housing Corporation, Social Services (with the Ontario Works and Children's Services Divisions), and Victoria Manor Long-Term Care Home. The overview included a description of the highlights and accomplishments from 2023, the objectives for 2024 as well as a summary of the budget pressures that will apply to 2024.
