W. Bateman called the meeting to order at 4:00 p.m. with the following members present Councillor R. Macklem, D. Carroll, J. Garbutt, and M. Sloboda.

    That the minutes of the Kawartha Lakes Municipal Heritage Committee meeting held on May 3, 2018, be adopted as circulated.

Update was provided to committee regarding the renovations taking place at 180 Kent Street.  The original heritage windows have been restored with the original glass and have been installed.

Door replacements to accommodate accessibility requirements to be completed on the north and south of building by end of August. Bylaw door to be replaced as well. 

New windows to be installed on the north side of the building which is not heritage designated. They will not be double paned and will be more energy efficient.

The committee inquired about an earlier suggestion regarding restoring the original brick work by removing the paint at 180 Kent Street W. The Building manager is aware of request and will respond to the committee.

Council chamber renovation permit is the top priority. Drawings of the renovation work to be undertaken were circulated to committee members (architectural and electrical drawings as well as type of fixtures).

A key aspect of these renovations is improvements for accessibility and acoustics. In addition, the restoration of plaster on the ceiling of the Council Chambers is being undertaken. The committee asked about the qualifications of the contractors given the potential for further damage to the plaster ceiling from vibration. The firm undertaking the repair of the plaster ceiling is a highly experienced company from Ottawa.

Wood doors - new paint and hardware.

There are time constraints. They hope to award to contractors in next few weeks with completion by Dec 3rd for inauguration.

Lighting fixtures are also being switched for LED fixtures but will replicate what is currently in place and introduce new valence fixtures that are compatible with heritage character of the Chambers.

Committee to review and provide feedback within 2 weeks.

Even though the Bethany Library building is not heritage designated, an update regarding changes to the door (accessibility buttons, wider door and entrance, peaked roof (keeping the 1/2 circle window)) was presented to the committee.

An architect has been hired to help with the project.

Changes are also taking place to the front entrance of the Lindsay Library. The front entrance step is a trip hazard. A cement slab will come out 6 - 8 feet then the step down.

Business owner (Charles) and sign company owner (Darcy) attended meeting to hear the committee's recommendations on  the Downtown Lindsay Heritage Conservation District Plan sign guidelines. A modified version of the proposed sign was agreed upon and Auto Trim & Signs will forward the new design to staff for the committee's approval.

Item 4 was deleted with the adoption of the agenda.

The sub-committee will convene ASAP to determine whether the proposed September 18 council meeting is still achievable for the awards ceremony.

    THAT the committee expand the OSPREY Heritage Awards Committee to include M. Sloboda, D. Carroll and R. Macklem.

Site visit took place earlier this year and M. Sloboda confirmed that the property is worthy of designation.  Evaluation form cannot be located due to change of committee members. Another site visit will be set up to complete the form and commence preparing the by-law to designate the property.

W. Bateman will go with M. Sloboda if a new meeting needs to be scheduled.

Michael carried out a site visit with the owner. It is a very well restored log structure originally built circa 1845. The owner is keen to get it designated including the inside and some of its contents.

    THAT the Municipal Heritage Committee recommend that 52 Somerville 2nd Concession, Fenelon Falls be considered for designation as a heritage site; and

    THAT staff forward a report outlining the recommended designation to Council for their consideration.

A site visit was completed by S. Peeken and D. Soule a few months ago. The assessment form for the property has been completed and designation is recommended for historical reasons.

Letter from Ministry of Environment received acknowledging receipt of our letter to them.

ON Heritage CHO News Spring & Summer 2018 circulated to committee.

ON History Journal 2018 was circulated.

D. Soule, B. Lutes and M. Sloboda have completed the amendment of the by-laws that do not meet the current requirements of the Ontario Heritage Act. Letters regarding the proposed amendments have been sent out to all affected property owners.

Committee members to attend a special meeting on Friday, August 10, 2018 to make their recommendation to council on the adoption of the amended by-laws.

The committee thanked Brittany for all of her hard work to help prepare the by-law amendments.

The current list of plaques that need to be received by property owners is to be sent to D. Soule so she can compare it to the new list acquired during the by-law amendment process.

Development plans that have been received by Planning were reviewed by the committee. The committee's recommendations are to be forwarded to Planning Division, in a response from Economic Development by August 7th, 2018.

    THAT the applicant be required to submit interior drawings that show how exterior architectural features will be displayed in the atrium with interpretative panels as part of the condition of heritage approval.
