E. W. Hilton called the meeting to order at 5:28 p.m.

There following members were in attendance: Edward W. Hilton, Chris Handley, Paul South, Councilor Martin, Julie Kellett, Dinah Wilson, Lynne Manning, Stephen Podolsky

Also in attendance: Judy Coward (OMAFRA), Leisha Newton (Economic Development Officer – Downtown), Chris Marshall (Director, Development Services), Jim Garbutt, Chris Appleton.

Coboconk/Norland Working Group: Summary provided by Paul South

  • A letter has been sent to CKL staff regarding washrooms down by the wharf (for 3 seasons). Sent to Jennifer Johnson and Braeden from Parks, Recreation & Culture for consideration.
  • Signage requirements have been identified for Coboconk/ Norland: wayfinding & directional. The working group will continue to work on a more detailed list and plan for addressing this issue.

Fenelon Falls Working Group: Summary provided by Chris Handley & Lynne Manning

  • There is a meeting planned at the end of May
  • Chamber has led two meetings with downtown businesses to unify hours for the summer. The Chamber will promote that downtown businesses will be open 10-5, 7 days/week between the May long weekend and Thanksgiving.
  • Chris Handley conducted a parking signage tour with Leisha. There is a need to address appropriate signage and enforcement.
  • There is a community effort to introduce arts into the businesses

1. Country Living Show will include 10 artists studios as exhibitors.

2. The community has started an arts committee

3. There will be banners installed on the Fenelon Falls bridge

4. There is an opportunity to host art workshop in the downtown

Lindsay Working Group: Summary provided by Edward Wayne Hilton

  • There is an upcoming public meeting on May 17 for the Kent Street reconstruction
  • There was a "Construction in your Downtown" webinar that is hosted by OMAFRA coming up on March 29. Millbrook and Belleville were the examples. Judy Coward provided a quick summary.
  • There will be a Special Council meeting on May 15. There will be delegation to suggest a Heritage District for a residential area by Old Mill.

Omemee Working Group: Summary provided by Julie Kellett

  • The Legion will install a mural on the west wall in a tribute to Omemee
  • The Neil Young mural will be installed on Coronation Hall soon
  • Wayfinding signage (red guitars) will be installed soon
  • There is a map that has been installed in the window of the Library on the main street that is getting some great feedback
  • There is work that is being done down along the beach and boar launch to improve access for boaters
  • Omemee Unites is a new group that has been formed to bring community groups together and consolidate efforts so that we are not doubling up on work
  • July 1 - "Omemee Days" formerly known as "Pioneer Days" is a weekend that Omemee Unites I supporting, and helping to promote with consolidated and coordinated efforts.
  • There is a possible Music in Omemee event event being planned for later in the summer. This will include front porch bands to teaser promote in the weeks leading up to the main event.
  • Julie and Leisha have walked around and met with businesses, outreach
  • There is a rezoning application for the Lady Eaton House. There is a letter writing campaign to oppose the application for rezoning from the working group members. 

The Community Improvement Plan (CIP) will be ready for staff review in early May, and should be distributed in mid-May for public review. We are hoping to have the public consultation at the July 4 Planning Advisory Committee Meeting, and Council will receive the CIP at the July Council meeting. 

Leisha will send the CIP to the DRAC members as soon as she can for review.

1. Reminder of the Terms of Reference for the Downtown Revitalization Working Group and Downtown Revitalization Advisory Committee.

2. Downtown Dreams event is being held on June 6, 2018 at 5pm at the Academy Theatre. All DRAC members are invited to congratulate the winners of the Downtown Dreams contest.

Based on a response from the Engineering Department, the (Lindsay) Kent Street reconstruction project is in the design and construction phase. A public/ stakeholder meeting (for design) will be schedule for mid-May 2018, more information to come once a firm date is known.

Regarding the (Fenelon Falls) Lindsay Street, Colborne Street, Engineering has informed that they anticipate awarding the design consulting contract by summer 2018. 

 

With regards to the motion, C. Handley presented 4 letters of support from the Chambers of Commerce.

    That the Downtown Revitalization Advisory Committee receive the four letters of support from the four chambers of commerce about the motion regarding cash in lieu.

    That the Downtown Revitalization Advisory Committee recommends that the Council of the Corporation of the City of Kawartha Lakes immediately rescind the Cash-in-Lieu of Parking policies in Lindsay and Fenelon Falls until such time that fair policies that apply equally across the City of Kawartha Lakes can be considered.
