W. Bateman called the meeting to order at 4:07 p.m. with the following members present: Councillor R. Ashmore, D. Carroll, J. Garbutt, and M. Sloboda.

Discussion took place between the committee and property owner regarding upgrades to this residence. The owner would like to put the old style roof back on including the gables as well as replace the windows.


A detailed breakdown of the proposed changes needs to be presented to the committee for their approval.

4983 Monck Road, Kinmount

The property owner is proposing to make a few upgrades to the heritage attributes of the property.

  • Replace the railing on the porch. A sample of the wood and style was provided.
  • Replace verandah with an overbuilt deck foundation.
  • Remove concrete and replace with tongue and grove.
  • replace eavestrough and fascia.

Rivermill Village
Jean Ward

The clubhouse located at Rivermill Village is of historical value. Two members from Rivermill Village are looking for direction on how to move forward the process of having the clubhouse officially heritage designated.

The exterior of the building is of historical value - the brickwork is original as well as its foundation.

4 Riverview Road & 3 St. David Street

These 2 properties are currently under an application for a zoning variance with the potential for demolition to enable a new development.

Staff advised that the subject properties have not been identified on the proposed list of ‘listed’ properties to be included in Section 3 of the Heritage Register. Because there is questionable heritage merit for designating these properties, it may be more appropriate to follow the development process. Given neighbourhood opposition to the proposed development rather than to designate either building especially given the likelihood of opposition to designation by the property owner. The heritage committee to date has never designated a property without the consent of the property owner in Kawartha Lakes.

The Municipal Heritage Committee members decided to do a preliminary assessment of the properties to see if they have potential for heritage designation, before taking any further action.

There are 14 sites for Doors Open.  The theme this year is Communications.

CHO Newsletters were circulated.

Waiving of Fees at Land Registry Office for heritage property research by Municipal Heritage Committee members

Copies of letter from Ministry of Government and Consumer Services granting Municipal Heritage Committee members access to the Land Registry Office were provided to each committee member.

The next meeting will be Thursday, June 6 at 4:00 p.m. in the Economic Development Boardroom at the Lindsay Service Centre (180 Kent Street West, Lindsay).
