Councillor Dunn called the meeting to order at 11:00am., with the following Task Force members in attendance: Councillor Richardson, Carolyn Richards, Don Mitchell and Steve Lane.

The following staff members were also present: Brianne Harrison, Admin Assistant, Public Works.

The following Task Force members were absent from the meeting: Councillor Seymour-Fagan and Jason Ramsay.

Off Road Vehicle Use of City Road Task Force Meeting  - February 19, 2021

    That the minutes of the Off Road Vehicle Use of City Roads Task Force meeting held on February 19, 2021, be adopted as circulated.

Councillor Dunn asked C. Richards to clarify her role as President of the Kawartha Lakes ATV Association (KATVA). C. Richards advised that her role as President of KATVA is a volunteer position.

Councillor Dunn asked C. Richards about the membership fees that are collected by KATVA. C. Richards advised that membership fees collected by KATVA are used to cover trail repairs and maintenance, trail insurance, promotion and tourism, rider safety education and signage.

The Task Force reviewed the recommendations that were compiled at the Work Meetings held on February 25th and March 4th relating to use of ORV’s on City roads and possible routes leading through the Village of Bobcaygeon and the Town of Lindsay.

    That for the purpose of the Off Road Vehicle Use of City Roads Task Force the term ORV applies solely to ATV's and Side by Sides; and
    That for the purpose of the Off Road Vehicle Use of City Roads Task Force ORV's are not for general transportation but are to encourage the use of permitted trails.

    That the Off Road Vehicle Use of City Roads Task Force consider the following recommendations:

    1. Open up all rural roads, for use of ORVs excepting those deemed unsafe by the City Staff and Committee;
    2. Establish a two-year Pilot Program regarding the use of ORVs, to be reviewed and amended after the first year;
    3. Permit operation of ORVs on City Roads between 7:00 a.m. and 9:30 p.m.;
    4. Permit ORV access on Municipal Roads from May 1st to December 1st;
    5. Require all operators of ORVs to possess a valid Kawartha ATV Association (KATVA) or an Affiliated Membership
    6. All operators of ORVs must have a minimum G2/M2 License;
    7. All operators of ORVs must have a license plate and valid insurance; and
    8. All operators must meet all requirements under Highway Traffic Act Reg 316/03.

    That the Off Road Vehicle Use of City Roads Task Force consider the following recommendations regarding routes through the Village of Bobcaygeon:

    1. That the operation of ORV’s be permitted on all roads within the Village of Bobcaygeon, save and except for Bolton Street between Canal Street to King Street,; and
    2. That all operators of ORV’s within the Village of Bobcaygeon be required to possess a valid KATVA or Affiliated Membership.

    1. The Logie Street Trail Head to Logie Street
      - Logie Street to King Street
      - King Street to Lindsay Street
      - Wellington Street to Victoria Avenue
      - Victoria Avenue to Colborne Street West
      - Colborne Street West to Angeline Street North
      - Angeline Street North to Thunderbridge Road
      - Thunderbridge Road to the Trail Head
    2. Logie Street Trail Head to Logie Street
      - South on Logie Street to Lindsay Street
      - North on Lindsay Street to Wellington Street
      - Wellington Street to Victoria Avenue
      - Victoria Avenue to Colborne Street West
      - Colborne Street West to Angeline Street North
      - Angeline Street North to Thunderbridge Road
      - Thunder Bridge Road to the Trail Head

    That the Off Road Vehicle Task Force consider the following recommendation regarding routes through the Town of Lindsay:

    1. That the operation of ORV’s on all City roads within the Town of Lindsay be prohibited, save and except for:

      • Approved ORV routes;
      • Russell Street from Lindsay Street to Victoria Avenue;
      • Victoria Avenue from Russell Street to Wellington Street, except during the hours of operation for the Farmers Market (being Saturday mornings from 7:00 a.m. to 1:30 p.m.;
      • Cambridge Street from Russell Street to Wellington Street;
      • William Street from Russell Street to Wellington Street; and
      • Peel Street from Victoria Avenue to William Street.
    2. That the operation of an ORV on any street in the Town of Lindsay, that is not an approved route, be prohibited unless travelling directly to or returning from approved routes; and
    3. That all operators of ORV’s within the Town of Lindsay be required to possess a valid KATVA or Affiliate membership.

Councillor Dunn advised that the next Off Road Vehicle Use of City Roads Task Force Meeting will be held on Friday, March 19, 2021 at 10:00 a.m. and the meeting will include a public meeting component. Residents will be able to register to speak to the Task Force to voice their opinions on the recommendations that the Task Force has compiled. The March 19th Task Force Meeting will be held electronically. 

The March 19th Task Force Meeting will be advertised and residents will be asked to register to speak by submitting a request to [email protected].

The next Off Road Vehicle Use of City Roads Task Force meeting will be held on Friday March 19th, 2021 at 10:00am.
