2016 Environmental Hero of the Year - Adult and Youth

​This item was dealt with prior to item 4.1.1.

Pat Warren, Chair of the City Environmental Hero of the Year provide a brief overview of the Award Recipients. Ms. Gay Fletcher and her team were the recipients of the Environmental Hero of the Year Adult Award. Ms. Fletcher and four of her team members accepted the award from Mayor Letham, Councillor Miller, Chair P. Warren.

The Environmental Hero of the Year Award for Youth was given to the Bobcaygeon Public School ECO Club. The Club members were recognized for their efforts installing nesting boxes, monitoring school recycling and promoting school recycling. Councillor Seymour-Fagan accepted the award on their behalf and the Mayor will make a presentation at the school at a later date.

2017 Accessibility Awareness Awards

Councillor Strangway gave introductory remarks and provided an overview of the Accessibility Awards. He introduced members of the Accessibility Advisory Committee (AAC) present at the meeting. Elizabeth Peeters and Sharon Copeland, members of the AAC announced each award recipient and provided a brief overview of their achievement. Mayor Letham, Chair N. Price, Councillor Strangway and Accessibility Officer B. Condie presented each award. Congratulations was extended to all award recipients. Regional Centre of Expertise on Sustainability Education
Regional Centre of Expertise in Education for Sustainable Development

Ms. Salmon explained that Regional Centres of Expertise are networks of existing partners who are mobilized to jointly promote all types of learning for a sustainable future. The Kawarthas including City of Kawartha Lakes, City of Peterborough, County of Peterborough, County of Haliburton and four first nation communities have received the UN Designation. Only two other communities in Ontario, being Sudbury and Toronto have this designation. The objectives are to integrate Sustainable Development into policies, create partnerships, get youth involved, support local communities and strengthen the capacity of educators, trainers, and other change agents to become learning facilitators. The Program builds on strengths with the formal education facilities in the area and addresses challenges in the environment, socio-cultural and economic. June 6th at Frost Campus of Fleming College a celebration of the designation will take place. The group is looking for Council support through participation in working groups. Cathy Bell, Inspector, OPP Kawartha Lakes Detachment
OPP Detachment Update

​Inspector Bell reviewed the Strategic Plan and the main headings of Leadership, Healthy Workforce, Technology, Analytics and Reinvestment. She reviewed the opportunities that exist with the staff and programs and also the challenges that are faced by the force.

She outlined partnerships in the community, for example they have a program that partners with the hospital mental health with trained professionals to assist officers to deal with this issue. Vehicles are equipped with GPS for officer safety and accountability. She noted the partnership with the Community Policing Advisory Committee. The organization is looking for ways to streamline processed to keep officers in the community and with enhanced technology, officers are able to do work in the field as opposed to being off the road in the office. Public education is a very active division that provides training in the community for such as internet and email scams. Inspector Bell thanked Council for their support and answered questions put forth by members of Council. A copy of the presentation is available in the Clerk's Office.

Richard Fedy, Environmental Action Bobcaygeon
Active Transportation Plan

​Mr. Fedy provided background information on Environmental Action Bobcaygeon Inc. that was formed to encourage and promote projects that will enhance the environment. He reviewed several past projects. Mr. Fedy explained that it was their intention to create an Active Transportation Plan template for Bobcaygeon that could be used across the entire City. It supports many of the goals of the Bobcaygeon Secondary Plan and the Integrated Sustainability Plan. He asked for Council support when the staff report comes forward. Susan Blayney, Member of Kawartha Lakes Environmental Advisory Committee
Shelly Candel, Director of Bee City Canada
Bee City Designation

Ms. Blayner, a member of the City of Kawartha Lakes Environmental Advisory Committee reviewed the request to have the City of Kawartha Lakes designated as a Bee City. This will make Kawartha Lakes a visible model for progressive implementation of initiatives designed to protect and encourage native pollinator populations. She explained the three components of being a Bee City and the work that has taken place on this issue. Ms. Shelly Candel, Director of Bee City Canada also reiterated the importance of the designation and the connection it provides to other designated areas that allows sharing of information for reaching a sustainable objective for the future. She asked that Council consider this designation as it sends a powerful message to the residents of the City and in particular the youth as we can all go to the garden and plant something to support the pollinator population.     THAT the matter of designating the City of Kawartha Lakes as a Bee City be referred to staff for a report back on the options for supporting this Designation.
