Mayor Elmslie called the Meeting to order at 9:00 a.m Deputy Mayor T. Richardson and Councillors D. Joyce, C. McDonald, M. Perry, E. Smeaton and E. Yeo were in attendance in Council Chambers.

Councillors R. Ashmore and P. Warren were in attendance electronically.

CAO R. Taylor, Deputy Clerk S. O'Connell, Deputy Clerk J. Watts and Directors C. Faber, B. Robinson, Fire Chief T. Jones and Paramedic Chief S. Johnston, Manager of Human Services J. Cheryl Faber, Director of Human Services, provided an overview of the Human Services Division. The Human Services Division includes Housing Sevices (including Community Housing, Affordable Housing Development and Homelessness Response), Kawartha Lakes Haliburton Housing Corporation, Social Services (including Ontario Works and Children's Services) and Victoria Manor Long-Term Care. The overview included a description of the highlights and accomplishments from 2022, the objectives for 2023 as well as a summary of the budget pressures that will apply to 2023.
