D. Engelstad called the meeting to order at 2:31 p.m.  Councillor Elmslie, S. Coupland, E. Peeters, M. Porteous and N. Price were in attendance.

B. Condie, Accessibility Officer and Recording Secretary K. Lewis were also in attendance.

Rodney Porter, Manager of Fleet & Transit Services
Robert Horvat, Supervisor, Transit

R. Porter, Manager of Fleet and Transit Services introduced R. Horvat, Supervisor, Transit and W. Beck, Manager, Transit Consulting Network Team of the Transit Master Plan. R. Porter provided a brief update on the Transit Master Plan, stating that due to COVID challenges timelines within the report have been adjusted/delayed by approximately (1) one year. For example, introduction of the forth route (Orange Route) was moved to quarter 4, 2022. R. Porter advised the fourth route will support current service routes and will provide service to the new subdivision in northwest Lindsay. An increase in the hours of service is now re-scheduled for the 2023 year, instead of 2022. A review of Rural Transit service from Bobcaygeon and Fenelon Falls connecting to Lindsay will not be addressed until the year 2024. R. Porter answered questions from the Committee.

B. Condie advised that the Final Recommendations Report on the Development of Health Care Standards has been released by the Province. The review committee identified three major categories of barriers faced by persons with disabilities in a hospital setting: administration and accountability, communication, and education and training. The report for the Accessibility Awards went to Council April 19th and was approved.

E. Peeters advised that the Report for the Accessibility Awards was approved by Council. We have a full slate of award winners as well as a recipient for the Barbara MacArthur Award. We will advise the recipients. The Awards will be presented virtually at the Committee of the Whole Meeting on June 7th, 2022. We will also be recognizing the accomplishments of a couple of people at this meeting.

E. Peeters advised that in spotlighting accessibility in the media Spectrumworks.com hosted the first ever Job Fair for people living with Autism. There were over 40 employers who were involved and 33% of people with autism are employed compared with 79% of the same group who do not have a disability. This job fair is attempting to get more people with autism employed.

B. Condie advised that two site plans have come forward for comment. In the absence of committee comments at this time, B. Condie advised that the draft pre-consultation was shared and is nearing final draft. B. Condie has included the links that Canadian Mortgage and Housing has provided for minimum environmental and accessibility requirements and universal design for new housing units. It will be circulated back to the Senior Management Team and Planning for final comment.

Councillor Elmslie provided a brief update that currently the Active Transportation and the Trails Master Plan are on Jump In where you can make comment or suggestions and ask questions. A discussion ensued regarding sidewalk snow clearing and the height of windrows at the corners. Councillor Elmslie advised discussion with Public Works are underway to address standards ahead of the 2022/23 winter season and invited members to email him with concerns, questions or suggestions.
