    RESOLVED THAT the minutes of the Waste Strategy Task Force meeting held on September 27, 2017 be adopted as circulated.

Task Force discussed the Mayor's Memo on Fall and Spring free tipping in 2018 and what exactly that would mean for residents. At this time unlimited  leaf and yard waste will be received free at the CKL landfills as well as clear bag waste that complies with the clear bag policy.  A method of tracking this free waste will need to be determined.

    RESOLVED THAT the discussion on the Mayor's Memo on Fall and Spring free tipping for 2018 be received for informational purposes.

Staff summarized the results of the Reclay curbside study highlighting the recommendations provided for potential changes to curbside pickup.  Committee discussed Council's recommendation to negotiate an extension of the current curbside collection which is ongoing. Task force asked staff to provide clarification on the role of the Task Force and Council with this process.

    RESOLVED THAT the Investigation for Options for Efficient Curbside Collection for the City of Kawartha Lakes Report prepared by Reclay StewardEdge be received for information: and

    THAT any proposed curbside changes be included in the next collection services RFP as provisional items for further Council consideration.

Brief update on the Mattress Recycling Report presented by staff.  Finance department and Lindsay Public Review Committee have endorsed the program.

Round table discussion included:

-Methods of getting weights of recyclables at Fenelon landfill

-Curbside pickup Shadow Lake Road #2 and the issues around collection vehicles turning in private drives

-Method of dropping off recyclable materials at landfills and having to go back across the scales for chargeable item

Task Force would like clarification on the policies regarding using private drives for turning around during weekly contractor curbside collection
