N. Price called the meeting to order at 1:32 p.m. Committee Members D. Brown, L. DaSilva, M.A. Fitzpatrick, D. Foster, B. Huskinson, J. McLean, E. Peeters and Councillor S. Strangway were in attendance.

Review, recommendations and update

B. Condie advised that C. Ritchie, City Clerk, has requested the Members to review and comment on the Kawartha Lakes Accessibility Advisory Committee Terms of Reference.

Discussion followed regarding the term of appointment.  E. Peeters suggested that the Accessibility Officer contact her colleagues throughout the province in order to obtain information on the Terms of Reference in other municipalities.  B. Condie agreed to make inquiries and then report back to the Committee.

D. Foster requested clarification regarding the need for a review. Councillor Strangway responded by noting that there are currently 52 Committees and 16 Councillors.  As the City moves towards the new Council structure, he suggested that changes may be necessary to determine how 8 Councillors can continue to provide the appropriate support for all the Committees.

Review of comments (separate handout)

A summary of the notes and comments from the visioning exercises was distributed to the Committee. As two pages were missing from the documents, B. Condie advised that she will recirculate the package. She requested that the members review the comments and start thinking about how the Committee might be able to achieve some of the recommendations.

B. Condie announced that in partnership with Economic Development, two more additional sessions have been scheduled:

1. Wednesday, March 21, 2018 from 7:00 p.m. - 8:30 p.m. at Coronation Hall in Omemee

2. Tuesday, March 27, 2018 from 7:00 p.m. - 8:30 p.m. at the Senior Citizens' Hall on Murray Street in Fenelon Falls.

Information about these sessions will be circulated to businesses and the general public.

E. Peeters reminded everyone that the deadline for the Accessibility Awards nominations is March 3, 2018.  Applications are available online but attachments will need to be forwarded to B. Condie, Accessibility Officer.

N. Price reported that Council decided not to apply for a provincial Community Transportation Grant which was available to support improved rural transportation access.  It was further decided that the City would not review transportation needs again until 2023. J. McLean commented that the decision was both short-sighted and irresponsible. Councillor Strangway noted that some councillors felt that the City would be unable to sustain the services once the grant had ended. He added that he was disappointed that this opportunity had been missed. 

Councillor Strangway did not wish to comment further on transit issues but he did want the Committee members to know that he supports a rural transit plan.

He also congratulated B. Condie and B. Stonehouse on the success of the two Accessibility and Visioning Workshops.  He noted, however, that while we have done a good job, more work needs to be done.  It was evident from the responses that communication is lacking as people are not necessarily aware of the accessible accommodations that are already in place.

This item was dealt with in Item 5.1.1 so no further discussion was required.

L. DaSilva advised the Committee that any City of Kawartha Lakes resident who qualifies can apply to use the LIMO service while they are in the Town of Lindsay. Discussion followed with several members unaware that residents outside of Lindsay were eligible for the service. B. Condie will confirm the service eligibility with T. Bryant, Manager of Fleet and Transit Services and report back to the Committee.

B. Condie announced that she had received a number of regrets for the scheduled meeting on March 15, 2018.  After discussion, the Committee agreed to cancel the March 15th meeting.

The next meeting will be held on Thursday, April 19, 2018 at 1:30 p.m. in the Lower Level Boardroom at the Lindsay Public Library.
