A. Hart called the meeting to order at 5:00 p.m. with the following members present A. Adare, W. Bateman, J. Garbutt, S. McCormack, I. McKechnie, W. Peel, and S. Sims.

J. Gill, Supervisor, Capital Projects Delivery

J. Gill provided an overview of the Building and Property Division's plans for the exterior space at the Lindsay Old Gaol. Staff are currently working stakeholders to identify the needs and wants for the space and will continue to work with the Committee as plans are developed for this area. She requested that the formal comments provided by the heritage committee when they initially reviewed the concept site plan for the area be resent to staff.

J. Gill, Supervisor, Capital Projects Delivery

J. Gill provided the Committee with an update on current Building and Property projects. Staff are currently working on projects which include the conversion of the Coboconk Train Station into a medical centre, a new entrance at Maryboro Lodge, envelope repair at 180 Kent Street West and Coronation Hall, envelope repairs and window surround restoration at the Fenelon Falls Train Station, and condition assessments at 180 Kent Street West, the Bethany Library and the Oakwood Library.

Amendment of Designating By-law - 17 Sussex Street North, Lindsay

E. Turner reviewed a proposed amendment to the designating by-law for 17 Sussex Street North which is intended to revise and correct the statement of cultural heritage value and heritage attributes for the property.

Proposed Heritage Designation of 33 North Water Street, Geographic Township of Bexley

E. Turner provided an overview of the proposed designation of 33 North Water Street. This designation is owner initiated and the property is a vernacular late nineteenth century house in Coboconk.

Site Plan Application Review - 6697 Highway 35, Bexley Township (3rd Submission)

E. Turner provided an overview of the 3rd submission for site plan approval for the Coboconk Medical Centre. The changes are mostly with regard to engineering matters and do not touch on the design of the building itself. A. Hart wanted to know if staff could provide the committee with information on what trees were being used for the plantings.

The Committee chose not to provide comment.

Alteration Application - 37 Colborne Street, Fenelon Falls

E. Turner presented the proposed new signage for the CIBC in Fenelon Falls. The applicant has indicated that the backlighting on the sign will be removed and letters raised, but the sign box will stay in situ. The Committee discussed the sign box and recommended that the sign box be removed as a condition of approval as the City is working to phase out back lit sign boxes.

Objection to the Listing of Property - 17081 Simcoe Street, Mariposa Township

The Committee discussed the objection by the owners to the listing of 17081 Simcoe Street. E. Turner noted to the Committee the rationale for listing the property as well as the potential for redevelopment for the property. A. Hart believed that the property should remain listed. W. Bateman believed that the property should be removed from the Register as this was what the property owner wanted. A. Adare was concerned that Council did not understand the implications of listing and difference between it and designation and would remove it without understanding the implications. The Committee overall agreed to recommend leaving the property on the Register.

Old Mill Heritage Conservation District Update

E. Turner provided an update on the Old Mill Heritage Conservation District Study which was adopted by Council in July. A plan phase has now been initiated and she suggested that the Committee form a subcommittee to assist with the plan which will also be in house. A. Hart, I. McKechnie and J. Garbutt volunteered to serve on the subcommittee.

Alteration Application - 17 Sussex Street North, Lindsay

E. Turner provided an overview of the proposed alteration to 17 Sussex Street North which involved in the installation of new storm windows. The Committee approved the alteration.

E. Turner provided an update on the Designated Properties Subcommittee. Arrangements have been made for the subcommittee to begin visiting City-owned heritage properties and visits need to be organized with Building and Property staff for buildings with interior features.

J. Garbutt provided an update from the Sign Subcommittee. The Subcommittee has not met recently but he is concerned regarding new signs going up in Lindsay.

There was no update from the subcommittee.

There was no correspondence reviewed by the Committee.

A new alteration application was received just prior to the meeting for 21 Canal Street East. The proposal is to install a new drinking fountain on the side of the building near the bike repair station. Environmental Action Bobcaygeon has received funding for this project. The Committee reviewed the proposed drinking fountain design and location and approved the application.
