Chair A. Veale called the meeting to order at 7:02 p.m. Drainage Board members Councillor Ashmore, C. Clarke, and M. Verbik were in attendance.

Deputy Clerk and Recording Secretary J. Watts, Supervisor of Technical Services M. Farquhar, and Drainage Superintendent were also in attendance.

Direction of Engineer to Proceed with Drainage Report
MacEachern Brown Municipal Drain
Lucas Feitler, Drainage Superintendent

Mr. Feitler presented an overview of his memorandum, noting key highlights from the on-site meeting conducted with the engineering firm D.M. Wills. He also provided a summary of the comments received from the members of the public and addressed their concerns. He stated that since the petition was determined as valid by the engineer, staff were recommending that the engineer proceed with preparing an Engineer's report under the provisions of the Drainage Act. He responded to questions from the members of the Board.

    Recommend that the memorandum from L. Feitler, Drainage Superintendent - Engineering and Corporate Assets, dated July 14, 2020, regarding the direction of Engineer to proceed with drainage report be received;

    That the Drainage Board directs the appointed Engineering Firm D. M. Wills to proceed with an Engineer’s Report under the provisions of the Drainage Act, R.S.O. 1990, c. D.17;

Mr. Farquhar provided an overview of the recent developments with the Waite Drain noting that the drainage engineer, R. J. Burnsides, continues to work with the Ministry of Transportation regarding the proposed design for the drain crossing of Highway 35. He stated that they are hoping to proceed with the next steps through the winter season.

Mr. Feitler stated that construction is complete on the Webster Drain, however recent weather conditions had made the final seeding a challenge. He stated that that costs to date were estimated at $264,000.00 and noted that the original engineer's estimate at $271,850.00. Mr. Feitler responded to questions from the members of the Board.

Mr. Feitler presented an overview of 2020 municipal drainage maintenance work and reviews conducted thus far in the year including work on the:

  • Ops 1 Municipal Drain
  • Ops 5 Municipal Drain; and
  • Various drainage issues along rural road ditches

Chair Veale stated that he would contact the Director of Public Works to provide information about roadside ditching, and its relationship to drainage, to the Drainage Board. Staff responded to questions from the members of the Board.

Mr. Feitler presented an overview of the amendments to the Drainage Act that were part of Bill 197 that received Royal Assent on July 21, 2020, however have yet to be proclaimed.
