Deputy Clerk J. Watts called the meeting to order at 7:05 p.m. Drainage Board members Councillors Ashmore and Veale, C. Clarke, and J. Oriotis were in attendance.

Director of Engineering and Corporate Assets J. Rojas, Supervisor of Technical Services M. Farquhar, Drainage Superintendent L. Feitler, were also in attendance.

Absent: M. Verbik

Introductions and Appointment of Chairperson, and Vice-Chairperson

Deputy Clerk and Recording Secretary J. Watts called for the nominations for the position of Chair.

Councillor Veale was nominated.

Deputy Clerk Watts called a second time for nominations for the position of Chair.

Deputy Clerk Watts called for a third and final time for nominations for the position of Chair.

Deputy Clerk Watts declared nominations for the position of Chair for the Drainage Board closed.

Deputy Clerk Watts asked Councillor Veale if he wished to let his name stand for Chair of the Drainage Board. He consented to the nomination.

Deputy Clerk Watts declared Councillor Veale as Chairperson of the Drainage Board. 

Deputy Clerk Watts called for the nominations for the position of Vice-Chair.

J. Oriotis was nominated.

Deputy Clerk Watts called a second time for nominations for the position of Vice-Chair.

Councillor Ashmore was nominated.

Deputy Clerk Watts called for a third and final time for nominations for the position of Vice-Chair.

Deputy Clerk Watts declared nominations for the position of Vice-Chair for the Drainage Board closed.

Deputy Clerk Watts asked J. Oriotis and Councillor Ashmore if they wished to let their name stand for Vice-Chair of the Board. J. Oriotis consented to the nomination. Councillor Ashmore declined the nomination.

Deputy Clerk Watts declared J. Oriotis as Vice-Chair of the Drainage Board.

Councillor Veale assumed his position as Chairperson of the committee.

The Chair thanked the members of the committee for the appointment as Chairperson of the Drainage Board.

Minutes of the July 26, 2018 Drainage Board Meeting

Deputy Clerk Watts noted the requirements and responsibilities of the members of the Drainage Board and requested that the members sign the waiver and acknowledgement and return them to himself.

Review of Terms of Reference

M. Farquhar provided an update on the Terms of Reference for the Drainage Board. He noted the recommendations that were made by the Drainage Task Force in 2018 to Council. Director Rojas discussed the possibility of appointing a roster of approved engineers, and the Board recommending that Council approve by resolution the approved roster of engineers for any future new drainage applications this term of Council.

Review Roles and Responsibilities: Court of Revision

Deputy Clerk Watts and M. Farquhar provided an overview of the roles and responsibilities of the Court of Revision.

Appointment of Members to the Court of Revision

Chair Veale opened nominations for appointments to the Court of Revision.

Chair Veale called three times for appointments to the Court of Revision.

J. Oriotis, C. Clarke, Chair Veale, and Councillor Ashmore were nominated.

J. Oriotis, C. Clarke, and Councillor Ashmore consented to the nomination to the Court of Revision. Chair Veale indicated that he would be willing to sit as an alternate appointee with M. Verbik.

Chair Veale closed nominations for appointments to the Court of Revision.

Verbal Update on 2018 Drain Maintenance

L. Feitler provided and update on Hall & Murdoch Drain maintenance conducted in 2018.

Verbal Update on 2019 Current and Planned Drain Maintenance

L. Feitler presented an overview of current and planned drain maintenance in Kawartha Lakes following his walks of City drains this winter. He noted specific maintenance matters for the following City of Kawartha Lakes Drains:

  • Oakwood Drain
  • McArthur Drain
  • Murdoch Drain
  • Dykstra Drain
  • Ops 21-74 Drain
  • Ops 4 Drain
  • Van Shaik Drain
  • Ops 3-78 Drain
  • and various locations for rip-rap replacement

He also noted two drains that have not received maintenance for many years and are being considered for a Section 78 maintenance or potential abandonment. The drains addressed were the:

  • Hill Drain (Mariposa)
  • Wicks Drain (Verulam)

Discussion occurred around having a standing order with set rates of contractors for drain maintenance, to keep expenses at a fair rate.

Status Update on Waite Drain

M. Farquhar provided an update to the members of the Board on the Waite drain noting that this drain application started in 2017. He stated that an engineer has been appointed and a number of public meetings have been held to engage the community. Currently the City is in discussions with the Ministry of Transportation regarding a proposed branch crossing of Highway 35. Following this, the engineer will present the report to the Drainage Board for consideration.

Status Update on Webster Drain

M. Farquhar provided an update on the Webster Drain and provided a history of the application. He noted that the Engineers report has been received in the Clerk's Office, and that the Meeting for Consideration with the Drainage Board has been scheduled for July 2, 2019.
