Chair R. Parker called the meeting to order at 9:32 a.m. Councillor A. Veale and Members R. Bonis, P. Brown, P. Callaghan, M. Pecoskie, A. Shea, T. Webster and S. Westland were in attendance.

    That the April 11, 2019 correspondence from Aaron Sloan, regarding the December 2018 recommendations from ADAC on By-law 2018-014 Regulating the Removal of Soil, Placement of Fill, and the Alteration of Grades, be received; and

    That in addition to the previous recommendations provided, ADAC recommends Council amend the By-law to provide an extension of the exemption from Site Alteration permit requirements for "within property" movement of soils to be amended to exempt "within-Agricultural Operation" movement of soils for properties in that Agricultural Operation within the City of Kawartha Lakes.

An election was conducted by K. Maloney. Rebecca Parker was elected Chair and Tim Webster was elected Vice-Chair for 2019.

Joel Watts, Deputy Clerk - Review of recommendations presented to Council at Committee of the Whole regarding implementation changes for the Ontario Line Fences Act.

    That the April 10, 2019 correspondence from Joel Watts, Deputy Clerk, regarding CKL2019-004 Line Fences Act Review, be received; and

    That ADAC recommends a clarification in the by-law that the basic fence where an Agricultural or Rural property meets Urban or Settlement Area property be a page wire fence and that the Line Fences Act remains an option for dispute of fences in this situation.

K. Maloney reviewed the Committee of Council Orientation Package and required training documents.

Review 2018 Work Plan Accomplishments and draft 2019 ADAC Work Plan

    That Matt Pecoskie, Phil Callaghan, and Rebecca Parker be appointed to the VIP Agricultural Tour Planning Committee for 2019.

As per Council Policy, when a vacancy persists the Committee may make a recommendation to Council to fill the vacancy.

As there is one vacancy on the Committee, members will encourage agricultural community members to consider applying through the standard application process.

Many positive comments were received about the Spotlight on Agriculture Awards and Gala event. Funds raised will be directed to developing agricultural leadership in some way.  Members suggested that a committee of CKL agricultural organizations be formed to develop a high school agri-careers day or event.

Approximately 40 persons attended the Agriculture and Food Summit held on March 28 at the Little Britain Community Centre. Thank you to the Committee Members who participated that day. The consultants will take the input provided during the afternoon workshop and develop a draft Agriculture and Food Action Plan for presentation and discussion with this Committee at their June meeting.

Council has approved the formation of a Comprehensive Rural Zoning By-law Task Force. A call for volunteers to be appointed to the Task Force has been posted with the desire to have input from the agriculture sector. Those interested are encouraged to submit an application.

-The Dairy Farmers of Ontario are dealing with animal activism issues on some farms.

-OSPCA is not covering animal welfare issue for livestock, so the provincial organizations are now working on alternate plans for enforcement.

-Land clearing and tree cutting concerns have been raised in the Janetville area.

-A new grain flour and mixing facility has been approved to be built in Goodwood. They will be looking for other local sources of grains. The parent company does already purchase grains from local Kawartha Lakes producers. It is anticipated that there may be a demand for additional grains.

-Late spring activities are happening, but are behind schedule. Agri-businesses are much busier in the past couple of weeks.

-There appear to not be enough lambs to supply the Easter markets.

-There is a new farm being established east of Aurora to produce large volumes of lamb with approximately 35,000 ewes.

There are concerns coming to the City from neighbours related to a fertilizer called Nutri-Pal which can have a significant odour issue.

The next meeting will be Thursday, June 13th at 9:30 a.m. in the Economic Development Boardroom.
