Chair P. Warren called the meeting to order at 6:29 p.m.  Chair P. Warren, Vice Chair S. Blayney,  Councillor G. Miller, J. Feltham, D. Grignon, D. Lowles, D. Pearson, K. Repka, V. Colling, and B. Snider were in attendance.

Staff present were Manager of Planning R. Holy and Recording Secretary E. Hallett

Tom McAllister - Paleolimnology Research Update

Tom McAllister and Bill Napier (via telephone) of the Kawartha Lakes Stewards Association delivered a presentation on the Kawartha Lakes Paleolimnology Study. Findings were reported on phosphorus levels, diatom assemblages, lake productivity and elemental analysis for Cameron, Pigeon and Stoney Lakes. Mr. McAllister thanked the Committee for the financial contributions from the City of Kawartha Lakes.

P. Warren questioned if the results of the study had been shared with the KRCA, and Mr. McAllister confirmed that the KRCA was involved.

Janice Jones-Skinner - Roadside Garbage Cleanup

Janice Jones-Skinner provided a presentation on Roadside Garbage Cleanup. Ms. Jones-Skinner suggested volunteers working with the City could accomplish a great deal. Ms. Jones-Skinner spoke of the importance of education regarding recycling, the need for larger or better designed recycle boxes, the need for not only recycling but also reducing, and the benefits of having a clean community.

P. Warren prompted Ms. Jones-Skinner for ideas of what could be done to rectify the problems. Ms. Jones-Skinner suggested a second earth week, as well as City led promotions including signage, advertising and slogans to eliminate the litter.

Discussion ensued regarding:

- the Adopt a Road program, its benefits, and the methods by which it could be improved

- increased fines or penalties for littering

- larger recycle bins with illustrations on the sides

- reductions in packaging

- success of the clear bag program

- importance of signage

Adam Found attended the meeting. He reported on the Broken Window theory, and suggested that every environmental problem is an economic problem. A. Found offered to work with Ms. Jones-Skinner, David Kerr (Manager of Environmental Services), and Denise Williams (Manager of Economic Development) to come up with some initiatives that CKLEAC could get behind and move ahead.

Susan Hall - Kawartha Lakes Healthy Environment Plan

Susan Hall provided a presentation on the Kawartha Lakes Healthy Environment Plan.   Ms.Hall focused on Climate Change and how it affects us. She reported on temperature, precipitation, freeze / thaw cycles, growing season and lake water. Ms. Hall discussed various events and gatherings taking place within the City of Kawartha Lakes this summer that would be ideal for engaging with the communities.

CKLEAC Work Plan Updates by Project Team Leaders

P. Warren suggested a smaller group meeting with Cheri Davidson would be more effective than having Cheri attend a CKLEAC meeting, and perhaps a meeting with J. Feltham and R. Holy would be a good idea.

K. Repka reported he had done some research on other EAC’s in the area including Ajax, and that he had collected some information which he would email to committee members. He stated he would discuss his findings further at the next meeting.

Susan Blayney - Proposed Spending for Bee City Labels

S. Blayney reported there would be a demonstration hive and honey house at Settler’s day in Bobcaygeon on June 10th and that all 14 library branches were willing to put up a display. S.Blayney suggested a retractable banner would be required, and posters would need to be printed, and requested approval to spend money to do so.

    That theCommittee accept the Bee City request to spend money, and S. Blayney submit an itemized budget for Bee City plans for 2018 which the Committee will review and approve digitally prior to the next meeting.

2017 Environmental Youth of the Year

P.Warrren recommended advertising be done for the Enviromental Youth Award to promote kids taking part in environmental projects over the summer, and then a second ad be done in the fall.

J.Feltham advised that schools with existing environmental clubs should be targeted and informed about the Environmental Youth Award. Suggested projects could be completed over the summer and submitted in the fall.

Methods of advertising and costs were discussed. J.Feltham advised he had completed an advertisement previously and he would provide it to the Committee.

Pesticide Issues

P.Warren advised she was waiting to hear back from the CAO, and that a report would need to be written regarding the use of pesticides and spraying along City of Kawartha Lakes Roads.

Resignation of J. Petit Kerr

J. Petit Kerr provided a letter of resignation via email on May 24th, 2018.
