Ward Boundary Review
Item 10.4.1 on the Agenda

Judy Currins, City Clerk, introduced Dr. Robert Williams, an Independent Consultant specializing in municipal electoral systems and J. Currins provided an overview of Dr. Williams's experience with matters of this nature.

Dr. Williams advised that he provided an independent external review of the process that was followed during the Ward Boundary Review. Dr. Williams stated that the process was completed in house with staff managing the development of the alternatives that are available for Council's consideration. Dr. Williams stated that the he did not have a role in the development of the options but he does endorse the process that was followed. Dr. Williams summarized each of the four options that are available. Dr. Williams stated that there is no feature in any of the options that would automatically disqualify that option; there is no single correct answer and each option will offer a good system of representation for the residents of the municipality. He answered questions put forth by members of Council. A copy of his presentation is available in the Clerk's Office.
