Chair P. Warren called the meeting to order at 6:38 p.m.  Chair P. Warren, Vice Chair S. Blayney, D. Lowles, D. Grignon, K. Repka, D. Pearson, J. Feltham and H. Shipclark were in attendance.

Staff present were Manager of Planning R. Holy and Recording Secretary W. Ellis.

Absent: Councillor G. Miller, J. Petit Kerr and Virginia Colling.

January 18, 2018 Draft Minutes

S. Blayney talked to the Ministry of Environment and Climate Change representatives regarding the seed mixes for the landfills and their need to approve this initiative.

Vice Chair S. Blayney reached out to K. Maloney in Economic Development to raise an item with the Agricultural Development Advisory Board.  Vice Chair S. Blayney stated the monarch butterflies are laying their eggs on land strips instead of the fields. A survey has been done through the Ontario Nature but more research has come from Guelph University.  Vice Chair S. Blayney commented that this could be a pilot project.

Vice Chair S. Blayney has worked with the Community Engagement Committee creating mailing lists for Bee City.  Vice Chair S. Blayney stated on May 20th is World Bee Day and we will be registering pollinator patches and gardens on a google map.

K. Repka suggested that we approach dairy suppliers such as Mariposa and Kawartha Dairy to distribute information to the local farmers.

K. Repka advised the LID project will be discontinued since the municipality will be working on this initiative. K. Repka's ideas for a Work Plan is for the Environmental Advisory Committee to forward recommendations to a consulting team on development and partnerships and to consider other Environmental Advisory Committees in different areas. K. Repka noted at each meeting  to place an agenda item regarding one or two initiatives the Environmental Advisory Committee are working on in Ontario.  K. Repka commented that an Environmental Advisory Committee Conference is held as well.

K. Repka is working on, a few projects; one project is the accessibility issue for the ICSP on the Lindsay downtown business's. K. Repka noted that Stop Gap is a highly painted ramp to be installed in the downtown area.  K. Repka is focusing on Lindsay right now but could extend the project to the City of Kawartha Lakes with the assistance of Barb Condie, Accessibility Co-ordinator with the City.

  • R. Holy advised he will electronically distribute all the Work Plan templates to everyone.

    Vice Chair S. Blayney had e-mailed her Work Plan to R. Holy but stated that the Seed Garden has been changed to Pollinator Patches. Vice Chair S. Blayney noted this item is a partnership with KRCA and is a multi-year project.

    Chair P. Warren advised that she will revise her project to focus on a Tree Cutting By-law, completing the research this year for completion in 2019 when there is a new Council.

    R. Holy stated the Tree Cutting is a defined action in the Municipal Act and is necessary that the City has a Tree Cutting By-law to control this activity.  R. Holy suggested to include this item in the 2018 Work plan.

    D. Lowles is Chairing the Tree Cutting project and has included this item in his 2018 Work Plan. D. Lowles will be completing the research in 2018 and bring forward the project to the new Council in 2019.

    R. Holy noted that Director C. Marshall has information to share on the Tree Cutting By-law from his former position in Huntsville.

    Chair P. Warren advised that there is a $1,000 grant available from Hydro 1 for trees and shrubs.  Chair P. Warren would like to include this project around the Bobcaygeon Earth Day event on Thursday, April 19th as an engagement piece. She noted that there are activities planned at the school in the morning and in the afternoon, everyone will go to the Wilderness Park and a few people will teach the children to plant the pollinator patch.  Chair P. Warren will consult with the school and Environmental Action Bobcaygeon as well. She stated there will be approximately 100 children attending but although this is not a public event but if anyone would like to participate in this event you are welcome.  She will ask Hydro 1 for permission to plant perennials, bushes or shrubs. Hopefully they will provide the plants at cost.  Chair P. Warren noted CKLEAC has a budget and Environmental Action Bobcaygeon has funds available and she asked Vice Chair S. Blayney if she would attend on behalf of Bee City.

    Chair P. Warren will be attending the Healthy Environment Plan Committee meeting to see what initiatives our Committee can contribute to their Action Plan.

    D. Lowles is involved with Watershed Welcome project and is looking for more volunteers. They will be meeting at the KRCA building on April 10th at 6:30 p.m. S. Schell from the Real Estate Board delivered all of the packages and she is looking forward to assemblying more. D. Lowles would like to include information in the Waste Calendar by adding some dates and adding rural stewardship for water wells.  D. Lowles will provide an update in December and will e-mail his Work plan to R. Holy.

    H. Shipclark reminded that this project is a partnership between CKLEAC and KRCA and it is important to add this into the Work Plan.

    D. Grignon will be working with D. Kerr in Environmental Services on the roads clean up project.  D. Grignon has a few ideas and will forward his Adopt a Road Program as part of his Work Plan to R. Holy or W. Ellis.

    H. Shipclark will be working on the Invasive Species project  with J. Petit Kerr and D. Pearson and V. Colling have been asked to help if they are available.  H. Shipclark will be working on the Outreach and Stewardship Plan early this year and will forward to Council in 2019.  She will submit her Work Plan to R. Holy.

    J. Feltham's Work Plan is the Management Plan for Protective Species.  There is a particular site that is used and the students at the College will do background research January to April each year.  He noted there are multiple sections of students that sign up for a particular site.

    S. Blayney asked if she could be re-embursed for attending a Bee City Conference that cost $150.00.

2017 Environmental Hero of the Year Award

The Committee reviewed all of 2017 Environmental Hero of the Year Award nominations. The members agreed to hold J. Taylor's nomination of Langton Public School till September for the 2017 Youth Environmental Hero of the Year Award and to let J. Taylor know of the Committee's decision.

The Committee agreed that the nomination put forward by Judy Kennedy to nominate Candace Milroy was their first choice and agreed to wait until after March 30th to see if any further nominations were received.  Chair P. Warren suggested that if following March 30th no further nominations are received, the Committee will vote by e-mail.

Green Initiatives Map

J. Feltham advised that the Green Initiatives Map promotes the sustainability initiative and any area on the map can be highlighted.  J. Feltham is hoping to have this map placed on the City Website.  J. Feltham noted that J. Petit Kerr, D. Grignon and himself are meeting with C. Davidson next Thursday at 4 p.m. to have items placed on the Website.

Climate Change

D. Pearson advised that she and V. Colling will be making a presentation at the Lindsay Library on April 21st on Climate Change and they will also be visiting some of the Library branches to make the same presentation.

Chair P. Warren suggested to make a presentation to Council as well.

Recycling - Education Campaign

D. Lowles asked what happens to items that are placed in the blue recycle bins.  D. Lowles stated that we need to reduce environmental costs and perhaps re-use glass containers instead of recycling and also create an education campaign on this issue.

Chair P. Warren advised that J. Petit Kerr is working on retrieving a list of different products and how to recycle them. There is a possibility of having a workshop or an education piece to send out to the public.

H. Shipclark suggested talking to O. Vigelius from Public Works about this matter. Since timing is certainly an issue, perhaps this item could be revisited after the summer.

Organics Project - composting

 K. Repka provided a brief summary on the Peterborough Organics composting project.

Chair P. Warren advised that the next scheduled CKLEAC meeting will be held on Thursday, May 24, 2018 at 6:30 p.m. in the Economic Development Boardroom.
