P. Warren called the meeting to order at 2:40 p.m.  V. Colling, J. Feltham, D. Lowles, R. Megraw, J. Morris, D. Pearson, K. Quinn, B. Snider, Councillor T. Richardson were in attendance.

Erin McGregor of KRCA attended in the place of K. Virgoe, and will continue to attend in this position.

Staff present were Manager of Planning, R. Holy, and Recording Secretary E. Hallett.

William Steffler and Chris Appleton attended as guests.

Plastics Reduction

Plastics Reduction initiative will remain on the Agenda, but it remains on hold for the time being due to the Covid-19 pandemic.

 

Pollinator Action Committee

P. Warren commented that a couple of meetings have taken place and that the Bee a Hero Contest and the Environmental Hero project have been launched and are moving forward. There is also a potential for a pollinator planting at Reaboro Park.

 

Active Transportation

J. Morris reported that C. Marshall indicated the Active Transportation Master Plan was almost ready to put out. R. Holy confirmed that it was being finalized, and tenders would be going out through the Purchasing Department.

J. Morris stated that the Old Mill Park project was on target for spring. Pads were poured, waterlines installed, bench was in storage, and the bicycle racks were ordered. He will focus on the Queen’s Square application this fall.

J. Morris indicated that a meeting is scheduled for April 8, 2021 with the Parks Committee, and that the Logie Street Park bike racks would be discussed.

 

 

B. Snider continues to research and document area wetlands.

B. Snider, P. Warren, J. Feltham and R. Megraw met with M. Majchrowski of KRCA via Zoom to discuss issues and gather information. M. Majchrowski arranged for a contact with some KRCA staff experts, and CKLEAC members are awaiting a response.

Members were not able to secure a meeting with ADAB as of yet.

Councillor Richardson reported that an on-line public meeting has taken place, and that public surveys are available on the website. There was a good turnout for the public meeting and there was a fairly even split of those in support to those in opposition.  Signs have been posted around the City, and there is a lot of opportunity for input from the public.  The task force has been collecting and requesting information from many sources, including reports from the Health Units, Police Forces and the public. No decisions have been made as of yet, and the task force is still compiling their data and forming recommendations. The recommendations will go to Council, and Council will make the decisions.

J. Morris suggested CKLEAC make a recommendation against the use of Off Road Vehicles in Kawartha Lakes, and explained in detail his rationale.

Members considered J. Morris’ ideas, and brought forward some other points of view, trains of thought and suggestions. Members agreed that the best solution would be to take all of the ideas, consider them, continue to research, and meet at a later time to come to a decision.

    That the City of Kawartha Lakes Environmental Advisory Committee recommendation to Council is that it retain current bylaw 2009 - 116 (A By-Law to Regulate the Operation of All-Terrain Vehicles on Municipal Highways in the City of Kawartha Lakes) and not permit Off Road Vehicles on  any additional CKL roads.

J.Morris suggested bringing together various City of Kawartha Lakes organizations that have environmental goals. A representative from each group could attend a Zoom meeting to outline their mission statement, and perhaps work together to achieve common goals. P. Warren agreed to select a meeting date and share with the members. J. Morris suggested streaming the meeting on the City’s Youtube channel. Councillor Richardson agreed to be the moderator for the meeting.

P. Warren suggested forming two working groups that could review the Shoreline and the Agricultural issues once the first draft of the Rural Zoning By-law becomes available. These two groups could prepare their comments and send them to the City for consideration through the review process. The Agricultural workgroup will consist of P. Warren, B. Snider, J. Feltham, R. Megraw and D. Pearson. The Shoreline workgroup will include P. Warren, D. Lowles, V. Collings, and E. McGregor.

Chris Appleton, a guest attendee, provided a commentary on the Rural Zoning By-law review process and urged the Committee to take part in the review process.

 

The next CKLEAC meeting will be held on May 27, 2021 at 2:30 p.m. via Zoom.
