P. Warren called the meeting to order at 6:31 p.m.  

Vice Chair S. Blayney, V. Colling, J. Feltham, D. Pearson, B. Snider, D. Lowles, H. Shipclark and Councillor T. Richardson were in attendance.

Bee City

S. Blayney reports the 2019 work plan is well underway. Students from Scott Young School will be bussed to pollinator patches to plant wildflowers with the help of grant money.

S. Blayney met with R. Smith and M. Phillips of the CKL Parks, Recreation and Culture division. The Bee City logo will be planted in annuals at Memorial Park this spring. The Police Services building will also be home to pollinator friendly flower beds.

S. Blayney reports that Crayola and the United Way will be partnering in a community garden from which produce can be donated to local food banks, pollinator friendly plants will be planted and there is potential for beehives to be on site.

The Guelph Pollinator Symposium is approaching.  See resolution at end of Section 5.1.

S. Blayney reported additional postcards and seed packet labels are necessary.  See resolution at end of Section 5.1.

R. Holy advised Bee City membership fees are due shortly.  See resolution at end of Section 5.1.

Tree By-Law - P. Warren

D.Lowles reported to have met with City staff and it was decided that a staff report would go to Council. Summer student D. Hahn put together a draft report with a great deal of work being put into the Tree By-law. CKLEAC members requested the draft report be circulated to the committee.   CKLEAC will now step back from the Tree By-law and allow City staff to move forward with it from here.

    That CKLEAC recommends support to the CKL Planning Division staff to bring a report to Council to consider a Tree Preservation By-Law.

Healthy Environment Plan - P. Warren

P.Warren reported the Healthy Environment Plan will go to Council in March. Discussion ensued regarding the likelihood of it going to Committee of the Whole prior to Council. R. Holy will look into the scheduling of the meetings.

Environmental Heroes - P. Warren / D. Pearson

D.Pearson reported that program is now advertised on the City website and all City communication channels. Documents have been sent to TLDSB and will be posted in staff lounges as well as circulated to principals. Separate School Board has also been contacted and the principal at Pope John Paul will circulate to the other Separate schools. R.Holy reports that one nomination has already been received.

Membership on Task Forces - P. Warren

Bill 66 - V. Colling

V.Collings commented on the positives relating to the elimination of section 10 of Bill 66.

Protection of Nesting Migratory Songbirds - B. Snider

B. Snider commented on roadside brushing taking place during nesting seasons and hopes to confirm that the roads department have accommodated a later brushing schedule.

B. Snider shared experiences and research he has done regarding roadside nesting and the practices and policies of other municipalities in regards to roadside brushing.

Invading Species Hit Squad / Watershed Welcome / Workshop Topics - H. Shipclark

H. Shipclark reported that the Invasive Species Hit Squad will not happen this year, but perhaps next.

Watershed Welcome is going forward again this year. Last year, there was a total of over 600 packages. Members suggested additions to the packages including a letter from the Mayor, tip sheet on reducing carbon footprint, a summary of the Healthy Environment Plan, and links to the city website.

Provide 2018 Successes and 2019 Work Plans for Council Reporting - R. Holy

R. Holy suggested all Successes and Work Plans be emailed to him for review.

Other Items

New Initiatives

R. Holy suggested Site Plans and projects pertaining to urban planning would be best suited for comment by CKLEAC. Perhaps the committee could look at some landscape plans for upcoming applications and projects. R. Holy will bring a variety of sample site plans to the next meeting for further discussion.

B. Snider suggested roadside vegetation would be a good topic and pollinators and pesticide use could be incorporated.

H. Shipclark is looking into the Invasive Species work plan and narrowing down the several items into a few of the most pertinent which the committee can focus on.

The next meeting will be Thursday, March 14 at 6:30 p.m. in the Development Services Board Room, 180 Kent Street West.
