A. Hart called the meeting to order at 5:00 p.m. with the following members present A. Adare, W. Bateman, J. Hartman, R. Macklem, I. McKechnie, W. Peel and J. Pitcher.

J. Garbutt arrived at 5:05. Councillor Ashmore arrived at 6:04.

Staff Present: E. Turner, Economic Development Officer - Heritage Planning, L. Barrie, Policy Planning Supervisor and A. Kalnina, Planner II.

E. Turner provided an overview of the City's current heritage planning policy.

E. Turner provided an overview of the first draft of a proposed policy regarding the alteration and demolition of heritage properties, the repeal of heritage designation by-laws, and the removal of listed properties from the Heritage Register.

Report KLMHC2021-10 Designation of 40 Head Street, Bobcaygeon

    That the designation of the property known municipally as 40 Head Street, Bobcaygeon be endorsed; and

    That the recommendation to designate the subject property be forwarded to Council for approval.

E. Turner provided an update on the HCD study. Property inventories and research is currently underway. The inventory groups are intending on having the inventories done around the end of March. R. Macklem has photos of the properties which he will share.

J. Garbutt has reached out to several people in the area who would be willing to provide information about the study area.

I. McKechnie provided an update on Doors Open planning. W. Peel has joined the Doors Open subcommittee. 2021 is going to be a hybrid event including both in person and digital sites. A list of sites is being brainstormed and the subcommittee will begin to reach out to in person sites in April.

The Committee discussed the Osprey Heritage Awards for 2021. Due to the uncertainty of being able to hold the event due to the pandemic, the Committee decided to defer the awards until 2022.

J. Garbutt provided an update on the sign subcommittee. He is currently pulling together the photographs the subcommittee took at their last meeting. The subcommittee is looking to meet again soon.

Councillor Ashmore provided an update on the Sturgeon Lake cabins. Parks Canada has agreed to hold off on the demolitions until the subcommittee could go and look at the buildings. The subcommittee is going to continue to work with Parks Canada.

The Committee received the Winter 2021 issue of the Community Heritage Ontario news.

E. Turner provided an update on the heritage reports which were presented to the Committee of the Whole on March 9.

J. Garbutt asked for an update on the Lindsay Bong and Dong. E. Turner told the Committee that the sign replacement was ongoing. J. Garbutt also asked if there had been a process regarding the stone across Ridout Street. E. Turner will provide an update at the next meeting.

A. Hart provided the Committee with information regarding a proposed development on Juniper Street in Fenelon Falls on property owned by the City and which has the potential to impact the Oak Street Heritage Conservation District. E. Turner was not aware of a planning application being submitted for it.

The next meeting will be Thursday, April 8, 2021 at 5:00 p.m. in Council Chambers at City Hall (26 Francis Street).
