W. Bateman called the meeting to order at 4:00 p.m. with the following members present Councillor R. Ashmore, A. Adare, D. Carroll, J. Garbutt, and R. Macklem.

Staff Present: E. Turner, Economic Development Officer - Heritage Planning.

Alteration Application - Sturgeon Point Union Church

The proposed work consists of the installation of a separate washroom building on the same property as the designated church. The new washroom is required so that the church can better host community events and weddings.

John Ireland
Proposed Old Mill Heritage Conservation District

Mr. Ireland would like the City to create a new Heritage Conservation District in the Old Mill neighbourhood in Lindsay. He believes there is strong support in the community for this initiative. He requested that the Committee begin the process of creating a new district in the area.

    That the Kawartha Lakes Municipal Heritage Committee recommends to Council that a Heritage Conservation District study be undertaken of the Old Mill neighbourhood in Lindsay with study boundaries consisting of the original Purdy Land Tract.

Pleasant Point Union Church

The congregation of Pleasant Point Union Church has applied to have their church designated.

    That the Municipal Heritage Committee recommends to Council that Pleasant Point Union Church (264 Pleasant Point Road) be designated under Part IV of the Ontario Heritage Act.

Delegated Authority By-law

E. Turner presented a draft by-law the Committee for review which would delegate authority for the approval of alterations to heritage properties to staff. A by-law is required to be passed by Council for this purpose to bring the City's current practice in line with provincial legislation.

Listing Properties on the Heritage Register

The Committee reviewed a number of properties for their suitability for listing on the Heritage Register.

Proposed Old Mill Area Heritage Conservation District

The Municipal Heritage Committee discussed the process and next steps for undertaking a Heritage Conservation District Study in the Old Mill neighbourhood in Lindsay.

Riverview Designation Update

E. Turner provided an update to the Heritage Committee regarding the proposed designation of 3 St. David Street and 4 Riverview Road, reporting that Council had received the recommendation and chosen not to designate the properties but had recommended that the committee work with staff and the developing to find a way to appropriately commemorate the history of the site.

The next meeting will be Thursday, November 7 at 4:00 p.m. in the Economic Development Boardroom at the Lindsay Service Centre (180 Kent Street West, Lindsay).
