Chair R. Parker called the meeting to order at 9:04 a.m. Councillor Ashmore and Members R. Bonis, L. deVos, G. Masters, M. Murphy-Ward,  and S. Westland were in attendance.

Solicitor Carlson will provide an update on feedback received and engage with the Committee to collect feedback on the draft Tree Preservation By-Laws.

Collect Committee Comments on this Draft released on March 19, 2024.

The committee completed a line-by-line review of the comments regarding the final draft of the Proposed Rural Zoning By-law.

The training phase of the Kawartha Local Food Wholesale Project has been completed with four full-day training sessions for participating producers and two full-day training sessions held for buyers. The next phase will begin immediately, with one-on-one coaching for each participating business by the training consultants. Volunteer producers and buyers have stepped forward to form a Steering Committee to begin making plans for the pilot aggregation and distribution activities.

At the Kawartha Lakes Haliburton Federation of Agriculture Meeting held on April 3, support was confirmed for the City of Kawartha Lakes to join the Farm 911: Emily Project. KLHFA will provide a letter outlining their support. Next steps will be to meet with representatives from the emergency services to provide information about the program and identify any concerns or operational recommendations. An application process will be developed and updates made to the City website. Once the preparations are complete the item will go to Council through a staff report for endorsement, a photo op and media release.

Committee members A. Van Vught and Chair R. Parker were thanked for assisting the booth at the East Central Farm Show, as well as others who represented the committee while working within their own booths.

The work plan was approved by Council.

Due to the work impacts of the 2024 International Plowing Match, the committee agrees that the VIP tour will be paused for this year, and that in its place the Council and staff members will be sent an invitation to attend the IPM to take in the agricultural components on site. Budget set aside for the VIP Tour can be used to purchase tickets for those attendees. Committee members may consider volunteering at the IPM.

Plans are coming together by the 2024 IPM Local Committee and the OPA with committee Chair positions being filled and planning volunteers doing a tremendous amount of work pulling together the many aspects of the event. There are still a few Chair positions to be filled and they continue to recruit event-day volunteers for many roles.

  • The Kawartha Lakes Haliburton Federation of Agriculture has recived a letter from Kawartha Conservation requesting agricultural sector input on how KRCA could better serve the agricultural sector, given recent provincial changes to the Conservation Authorities Act. ADAC will also be asked for feedback.
  • Councillor Ashmore reported on recent activities impacting the progress on construction of the natural gas service to Bobcaygeon.
  • Lamb prices are very high and feed prices have come down some, so sheep production is currently positively profitable.

The next meeting will be Thursday, June 13, 2024 at 9:00 am in the Economic Development Boardroom.
