Plastics Reduction
The resolution passed at the September 26th, 2019 CKLEAC meeting was forwarded to the Environmental Services Division of the City of Kawartha Lakes. D. Kerr is preparing a report for the November 5th Committee of the Whole meeting. R. Holy suggested a member of CKLEAC make a deputation at the meeting and provide a small presentation. Members discussed the resolution passed September 26th and formed an updated version.

Whereas the use of single use plastic products is a serious environmental and landfilling issue;
And whereas the Provincial Government has implemented First Reading of the Single-Use Plastics Ban Act, 2019;
And whereas the Federal Government is considering a ban of single use plastics by 2021;
The Kawartha Lakes Environmental Advisory Committee hereby resolves to encourage the Council of the City of Kawartha Lakes to pass a resolution to implement a phased in ban of single use plastics (starting with plastic shopping bags and straws) and styrofoam as well as implement a public education strategy on eliminating single use plastics and styrofoam throughout the City in 2020.

Migratory Song Birds and Roadside Brushing and Spraying
R. Holy suggested the issues of Migratory Song Birds and Roadside Brushing and Spraying are linked closely together and also involve the City of Kawartha Lakes Community Services Division through its system of parks and trails. R. Holy will seek input from C. Shanks and R. Smith of the Community Services Department as well as B. Robinson and O. Vigelius of the Public Works Division to verify approaches and techniques, and put together a report to bring these issues forward early in the new year.
Commenting on Planning Files
R. Holy contacted municipalities in Durham Region to discuss the approach of their EAC regarding commenting on planning applications. The Durham EAC comment primarily on the major applications or applications with environmental focus. The EAC has a working group that work quickly to review and submit comments. Moving forward, R. Holy will discuss with C. Marshall, and together will choose a sample planning file that may be of interest to CKLEAC and the committee will have an opportunity to conduct a “trial run” of commenting on the application.
Tree Preservation By-Law
R. Holy reports the City of Kawartha Lakes Planning Division is working on the Tree Preservation By-law. Staff are proposing to bring in a draft early in 2020.
KRCA Initiatives
H. Shipclark summarized the recent initiatives in each section of the Implementation Plan
Rural Program
- Upcoming conference on November 28, 2019 in Fenelon Falls focusing on the reduction of phosphorus from farms
Shoreline Program
- Sturgeon Point golf course project including the rebuild of shoreline gardens using native plants
- a large number of landowner consultations
Urban Program
- rain gardens at Alexandra Public school as well as demonstration projects at KRCA offices
- looking ahead to projects for next year that include work with Kent Street sewer and downtown revitalization (soil cells in the downtown core and storm water management)
H. Shipclark spoke of the City of Kawartha Lakes Water Fund and discussed funding available for both landowner and community streams for shoreline and agricultural projects. Examples included Lake Association’s concerns about oil tanks and pollinator patches on lakefront golf courses.
Active Transportation
J. Morris reported that the application is complete for Old Mill Park CHEST fund grant request. Plans include two bicycle corrals, one bicycle repair station, a hydration station for water bottles and benches. Queen’s Square CHEST grant request will be a focus for next year.
J. Morris advised CKLEAC of a public meeting being held at the Fenelon Falls Community Center on November 13, 2019 to discuss Budget. J. Morris indicated that it may be an ideal opportunity for CKLEAC members to promote the Active Transportation Master Plan, make suggestions, and support the budget funding proposal of this study.

P. Warren will be in contact with City of Kawartha Lakes Communications Division to promote #trashtag. Focus is primarily going to be in spring and summer months.
