  • That the presentation by Michelle Corley, Manager of Housing, and Autumn Campbell, Superintendent of Community Paramedicine, regarding a Homelessness Prevention Program - Integrated Care Hub, be received.

  • That Report HS2023-008, Homelessness Prevention Program Investment Opportunity, be received;

    That the Housing Needs Review 2023, provided in Appendix A to this report, be received for information to support the Homelessness Prevention Program investment funding as the Consolidated Municipal Service Manager for the City of Kawartha Lakes and the County of Haliburton;

    That a community integrated care hub located in Lindsay, as outlined in Report HS2023-008, be endorsed as a priority response to support people who are experiencing unsheltered homelessness, including vulnerable residents who require low barrier supports and services, in the City of Kawartha Lakes;

    That the City provides the following financial support to this community integrated care hub project:

    1. One-time capital funding of $700,000.00 through the provincial Homelessness Prevention Program 2023-2024 funding allocation; and
    2. Annual financial contributions required to assist with ongoing operating funding to support program delivery, as outlined within a service agreement, and funded through the Housing Service’s annual budget, which includes Homelessness Prevention Program provincial grant funding.

    That the necessary by-law and Municipal Housing Facilities Agreement be forwarded to council for approval;

    That the Chief Administrative Officer be authorized to approve relief from any and all required City of Kawartha Lakes municipal fees and charges in alignment with current City budgets, as in-kind municipal support, needed to implement the community integrated care hub project; and

    That the Director of Human Services and the Human Services Manager, Housing, be authorized to execute necessary agreements including contribution agreements, and service agreements to implement this community integrated care hub project.

  • That Report ML2023-005 Proposed Parking By-Law Review and Consolidation, be received;

    That the Parking By-Law 2012-173, Schedule “A” be amended to include the listed Schedule “A” prohibited parking areas found in Chart A of this report;

    That the Parking By-Law 2012-173, be amended to remove the listed prohibited parking areas found in Chart B of this report;

    That the Parking By-Law 2012-173 as amended be consolidated creating a new Parking By-Law and renumbered accordingly; and

    That the necessary By-Law be brought forward to Council.

  • That Report PLAN2023-051, City of Kawartha Lakes Resolution Calling for a submission to Nature Canada for Certification as a Bird Friendly City, be received; and

    That Council support the Resolution approved by the City of Kawartha Lakes Environmental Advisory Committee on September 7, 2023 contained in Report PLAN2023-051 and authorize the Bird Friendly Kawartha Lakes team to submit the certification application to Nature Canada to designate the City of Kawartha Lakes as a Bird Friendly City.

  • That Report ED2023-039, Proposed Kawartha Lakes Cultural Funding Program, be received;

    That annual funding be established in future City budgets to support local cultural not-for-profit organizations and their operations, administered through an application-based process; and

    That $200,000.00 be allocated in the 2024 Budget to launch this program.

  • That the Memorandum from Deputy Mayor Richardson, regarding Pulverizing Roads to Save Operational Costs, be received;

    That Staff compare and contrast the operational savings of continuous pot hole repair versus pulverizing and maintaining until a road is defined in resurfacing program; and

    That Staff report back to Council by the end of Q1, 2024, with options, recommendations and any budget implications that will result from the implementation of this request.

October 11, 2023, Planning Advisory Committee Meeting

  • That the Minutes of the October 11, 2023 Planning Advisory Committee Meeting be received and the recommendations, included in Section 10.3 of the Agenda, be adopted.

  • That Report PLAN2023-050, Amend The Township of Eldon Zoning By-law 94-14 at 915 Lorneville Road, be received;

    That a Zoning By-law, respecting application D06-2023-021, substantially in the form attached as Appendix D to Report PLAN2023-050 be approved for adoption by Council; and

    That the Mayor and Clerk be authorized to execute any documents and agreements required by the approval of this application.

  • That Report PLAN2023-052, 8 Mitchell Drive, Geographic Township of Emily, Applications D01-2023-002, D06-2023-018 and D05-2023-005, Seven (7) Lot Residential Plan of Subdivision, be received; and

    That PLAN2023-052 respecting Applications D01-2023-002, D06-2023-018 and D05-2023-005 be referred back to staff to address any issues raised through the public consultation process and for further review and processing until such time that all comments have been received from all circulated agencies and City Departments, and that any comments and concerns have been addressed.

  • That Report PLAN2023-053, Woodland Hills Phase Three Zoning By-law Amendment (D06-2023-014) and Red-Line Revision to Draft Plan of Subdivision (D05-2023-004) Applications, be received; and

    That PLAN2023-053 respecting Applications D06-2023-014 and D05-2023-004 be referred back to staff to address any issues raised through the public consultation process and for further review and processing until such time that all comments have been received from all circulated agencies and City Departments, and that any comments and concerns have been addressed.

    That Report PLAN2023-054, be referred back to Staff to address any public and agency comments resulting from the process.

  • That all of the proposed resolutions shown in Section 11.1 of the Agenda be approved and adopted by Council in the order that they appear on the agenda and sequentially numbered.
