Mayor Elmslie called the Meeting to order at 1:00 p.m. Deputy Mayor T. Richardson and Councillors R. Ashmore, D. Joyce, C. McDonald, M. Perry, E. Smeaton and P. Warren E. Yeo were in attendance in Council Chambers.

Councillor E. Yeo was in attendance electronically.

Acting CAO/Director of Corporate Services S. Beukeboom, City Clerk C. Ritchie, Deputy Clerk S. O'Connell and Director C. Faber, R. Holy, B. Robinson, C. Shanks, Paramedic Chief S. Request for a License Agreement for a Fence Encroachment Adjacent to 31 Main Street, Bobcaygeon
Daniel Reid

Daniel Reid provided an overview of the request for a License Agreement that was submitted to the Land Management Team to recognize the location of a fence associated with 31 Main Street in Bobcaygeon. Mr. Reid outlined that the request for a License Agreement was denied by the Land Management Team and he asked for the request to be reconsidered.  Mr. Reid reviewed photos of the area and the fence in questions and outlined that he didn't believe that the fence would interfere with the City's road maintenance operations.

Request Regarding Housing for Ontario Long Term Disability Recipients
Barbara Holmes

Barbara Holmes spoke to the housing crisis in Ontario and the affect that it has on Seniors and on recipients of the Long-term Disability Support. Ms. Holmes made note of the wait lists that are in place for individuals that are need of housing and how the need for housing outweighs the supply that is available. Ms. Holmes questioned how many housing units will be dedicated for seniors and for recipients of Long-term Disability Supports. Ms. Holmes encouraged Council to continue work to support residents in need of affordable housing.

Rural Zoning By-Law Consolidation Project

Gene Balfour and Kerstin Kelly spoke in objection to the final version of the Rural Zoning By-Law Consolidation. Mr. Balfour and Ms. Kelly itemized objections relating to the definition of a person, the protection of property rights and that under the proposed by-law zoning authority will rest with the City and not with individuals.

Mr. Balfour and Ms. Kelly recommended that a compendium of best practices be implemented as an alternative to a consolidated rural zoning by-law.

Downtown Parking Strategy - Lindsay

Wesley Found, Chair of the Lindsay Downtown Business Improvement Association, spoke to the Downtown Parking Strategy (of 2019) for Lindsay.  Mr. Found inquired about the status of an increased number of parking spaces within the downtown core, the status of increased signage and the status of the review of the cash-in-lieu of parking policy.

Bird Friendly City Program
Jamie Morris, City of Kawartha Lakes Environmental Advisory Committee Member and Chair of the Bird Friendly Team of Kawartha Lakes
Autumn Jordan, Urban Nature Organizer, Nature Canada

Jamie Morris, of the City of Kawartha Lakes Environmental Advisory Committee and Chair of the Bird Friendly Team of Kawartha Lakes, and Autumn Jordan, Urban Nature Organizer of Nature Canada, provided an overview of the Bird Friendly City Program. The Bird Friendly City Program focus on three main pillars; addressing and mitigating threats to birds, habitat restoration and climate resiliency and outreach and education. The City of Kawartha Lakes can join the Bird Friendly City Program by passing a resolution supporting the municipality's efforts to be a Bird Friendly City and, once the certification process has been completed, the City will need to post information about the Bird Friendly City Program on the City's website.

Homelessness Prevention Program - Integrated Care Hub Presentation

Autumn Campbell, Superintendent of Community Paramedicine

Michelle Corley, Manager of Housing, and Autumn Campbell, Superintendent of Community Paramedicine, provided an overview of the Homelessness Prevention Program. A mobile outreach hub was initiated in February of 2023 to provide low barrier support to individuals in need.  The mobile outreach hub is operated in collaboration with community partners. An integrated care hub in Lindsay would address three of the four priorities of the Community Safety Well Being Plan; being mental health and addictions, housing and poverty. Continued collaboration with community partners will allow for the proposed establishment of an integrated care hub.

Homelessness Prevention Program Investment Opportunity

    That Report HS2023-008, Homelessness Prevention Program Investment Opportunity, be received;

    That the Housing Needs Review 2023 , provided in Appendix A to this report, be received for information to support the Homelessness Prevention Program investment funding as the Consolidated Municipal Service Manager for the City of Kawartha Lakes and the County of Haliburton;

    That a community integrated care hub located in Lindsay, as outlined in Report HS2023-008, be endorsed as a priority response to support people who are experiencing unsheltered homelessness, including vulnerable residents who require low barrier supports and services, in the City of Kawartha Lakes;

    That the City provides the following financial support to this community integrated care hub project:

    1. One-time capital funding of $700,000.00 through the provincial Homelessness Prevention Program 2023-2024 funding allocation; and
    2. Annual financial contributions required to assist with ongoing operating funding to support program delivery, as outlined within a service agreement, and funded through the Housing Service’s annual budget, which includes Homelessness Prevention Program provincial grant funding.

    That the necessary by-law and Municipal Housing Facilities Agreement be forwarded to council for approval;

    That the Chief Administrative Officer be authorized to approve relief from any and all required City of Kawartha Lakes municipal fees and charges in alignment with current City budgets, as in-kind municipal support, needed to implement the community integrated care hub project;

    That the Director of Human Services and the Human Services Manager, Housing, be authorized to execute necessary agreements including contribution agreements, and service agreements to implement this community integrated care hub project; and

    That this recommendation be brought forward to Council for consideration at the next Regular Council Meeting.

    That the Parking By-Law 2012-173, Schedule “A” be amended to include the listed Schedule “A” prohibited parking areas found in Chart A of this report;

    That the Parking By-Law 2012-173, be amended to remove the listed prohibited parking areas found in Chart B of this report;

    That the Parking By-Law 2012-173 as amended be consolidated creating a new Parking By-Law and renumbered accordingly;

    That the necessary By-Law be brought forward to council; and

    That this recommendation be brought forward to Council for consideration at the next Regular Council Meeting.

    That Report PLAN2023-051, City of Kawartha Lakes Resolution Calling for a submission to Nature Canada for Certification as a Bird Friendly City, be received; and

    That Council support the Resolution approved by the City of Kawartha Lakes Environmental Advisory Committee on September 7, 2023 contained in Report PLAN2023-051 and authorize the Bird Friendly Kawartha Lakes team to submit the certification application to Nature Canada to designate the City of Kawartha Lakes as a Bird Friendly City; and

    That this recommendation be brought forward to Council for consideration at the next Regular Council Meeting.

    That Staff compare and contrast the operational savings of continuous pot hole repair versus pulverizing and maintaining until a road is defined in resurfacing program;

    That Staff report back to Council by the end of Q1, 2024, with options, recommendations and any budget implications that will result from the implementation of this request; and
