Call to Order

Mayor Elmslie called the Meeting to order at 11:00 a.m. Councillors R. Ashmore, D. Joyce, M. Perry, T. Richardson, E. Smeaton, and P. Warren were in attendance in Council Chambers.

Deputy Mayor C. McDonald was in attendance electronically.

Councillor E. Yeo was absent.

Kate Lowes, Chair of the Accessibility Advisory Committee, paid tribute to and celebrated the life of Kathryn Peeters, recipient of the 2023 Barbara McArthur Memorial Award of Distinction. Kathryn's tireless dedication to accessibility will have an enduring impact on the community.

Land Acknowledgement and Observance of National Indigenous Peoples Day

Mayor Elmslie read the Land Acknowledgement for the City of Kawartha Lakes.  Mayor Elmslie also spoke to National Indigenous Peoples Day which serves as a reminder of the resilience and strength of Indigenous communities. It is a day when we come together to honor their unique heritage, traditions, and knowledge that has been passed down through generations.

Advocacy for a Go Transit Bus Link in Lindsay
Marilas McInnis

Marilas McInnis spoke on behalf of the local branch of the Retired Teachers of Ontario group to advocate for an integrated transportation network which should include a Go Transit bus link within Kawartha Lakes. She spoke to healthy aging which implies a healthy and active lifestyle and sustainable transportation network lends to that lifestyle.  A sustainable transportation network should include a Go Transit bus link within Kawartha Lakes. She encouraged Council to advocate for a Go Transit bus link.

Short Term Rental Licensing Program
Siamak Shirzad

Siamak Shirzad provided comments on the Short Term Licensing Program. He outlined concerns relating to the application process and also outlined concerns relating to the process that is used to notify landowners of the Program. He also outlined a concern with the fees that are payable for the initial application and for the renewal process and expressed that the renewal fee should be less than the application fee.

Wesley Found

Wesley Found provided an overview of a request to purchase Sylvester Lane in Lindsay, that was submitted to the Land Management Team by Linborough Development Corp. The request to purchase the road allowance, with an easement in favour of the City for underground infrastructure, was denied by the Land Management Team. He outlined that Linborough Development Corp. would like to acquire Sylvester Lane as it would allow for the reconfiguration of the parking area for the balance of the lands owned by the Corporation. He asked Council to reconsider the request to purchase the lands.

Johnine Harris, Women's Resources - Kawartha Lakes

Denise Williams and Johnine Harris, of Women's Resources of Kawartha Lakes, provided an overview of the Women's Resources Organization and how they work to ensure that women and their children can get the help they need to lead lives free of abuse and violence. They encouraged Council to declare intimate partner violence as an epidemic in Kawartha Lakes.

Chris Appleton, Community Foundation of Kawartha Lakes

Ron Taylor, Chief Administrative Officer, and Laurie Dillon-Schalk, Mark Knoester and Chris Appleton, of the Community Foundation of Kawartha Lakes, provided an overview of a proposed partnership between the City of Kawartha Lakes and the Community Foundation of Kawartha Lakes for the establishment of a Social Sustainability Fund. The proposed fund would be managed by the Community Foundation of Kawartha Lakes with the City contributing $126,000.00 to the fund.  The overview outlined how the proposed fund would be managed by the Community Foundation of Kawartha Lakes.

  That Staff be directed to develop a partnership agreement with the Community Foundation of Kawartha Lakes, outlining service(s) that the CFKL can deliver on the City’s behalf, by end of Q3, 2024;

  That the Mayor and Clerk be authorized to execute the resultant partnership agreement with the Community Foundation of Kawartha Lakes; and

Kawartha Moves: Active Transportation Master Plan Presentation

Brandon Quigley, of CIMA+, spoke on behalf of Claire Basinski, to provide an update on the Active Transportation Master Plan which is known as Kawartha Moves. The Plan is being presented to Council for consideration and the update included a summary of the steps that were taken to compile the Plan.  The update also included an outline of the steps to be taken once the Plan has been implemented by Council, including planning for future projects and the coordination of Active Transportation Programs, Policies and Guidelines.
