Mayor Elmslie called the Meeting to order at 7:00 p.m. Deputy Mayor C. McDonald and Councillors R. Ashmore, D. Joyce, M. Perry and T. Richardson were in attendance in Council Chambers.

Councillor P. Warren and E. Yeo were in attendance electronically.

Councillor E. Smeaton was absent.

CAO R. Taylor, City Clerk C. Ritchie, Deputy Clerk S. O'Connell, Director S. Beukeboom, Manager of Communications, Advertising and Marketing C. Davidson and Senior Accountant J. Hood were also in attendance in Council Chambers.

Overview of the Mayor's Proposed 2025 Budgets for the City of Kawartha Lakes

Sara Beukeboom, Director of Corporate Services, provided an overview of the Mayor's Proposed 2025 Budgets for the City of Kawartha Lakes. The overview included a summary of the Water-Wastewater, Tax-Supported Capital, Special Projects and Tax-Supported Operating components within the Mayor's Proposed 2025 Budgets. The overview also included a summary of the overall budget process, including the work undertaken by the Budget Committee, and how the process aligns with the requirements under Strong Mayor Powers.  In addition, the overview outlined how the Mayor's Proposed 2025 Budgets align with the Long Term Financial Plan for the City of Kawartha Lakes.

Kawartha Art Gallery
Susan Taylor

Susan Taylor provided an update on the Kawartha Art Gallery and thanked Council for the support that they provided to the Gallery through the 2024 budget process and outlined how the financial support was utilized to address staffing costs. She also noted that the Gallery will be moving to its new location at 19 Cambridge Street, in Lindsay, by early summer in 2025.

She also outlined that the Gallery will attending the Rural Ontario Municipal Association (ROMA) Conference in 2025 and that during their delegation they are planning to highlight and showcase the support that the City has provided to local cultural organizations.

BGC Kawarthas
Carly Veitch
Neo Whitehead

Carly Veitch and Neo Whitehead provided an overview of the BGC Kawarthas organization and the youth services they provide. They outlined the 2025 budget request for the organization, in the amount of $100,000.00, and how the funds would be utilized to allow the continuation of expanded drop-in services for youth in Lindsay, allow an alternative education support program for youth in Kawartha Lakes and also allow for the expansion of services into Fenelon Falls.

Kawartha Lakes Museum and Archives
Barbara Doyle

Barbara Doyle, of the Kawartha Lakes Museum and Archives, provided an overview of how the funding support that was provided by the City in 2024 was utilized.  She also noted the budget request for 2025, being $400,000.00 for operational funding support and for the organization to be included as a line item within the annual budget process.  She outlined how the 2025 budget request would be utilized by the Kawartha Lakes Museum and Archives to support the mandate of the museum in the areas of collections management, curation, education/content development and community outreach.

    That the presentation by Barbara Doyle, of the Kawartha Lakes Museum and Archives, regarding the Mayor's Proposed 2025 Budgets for the City of Kawartha Lakes, be received.

Doug Show outlined his concern with the proposed tax increase for 2025. He expressed concern about the proposed tax increase and noted that a tax increase would cause a financial hardship for residents on a fixed income.

Nanci Byer provided words of thanks to Council and Staff for the budget presentation. She also outlined concerns relating to the feasibility of a cultural centre due to the costs that would be associated with the project. She noted that funds that are required for the cultural centre could be used to address the housing need within the community.
