Chair Deputy Mayor McDonald called the meeting to order at 1:00 p.m. Councillors Dan Joyce and Pat Warren were in attendance. Director of Corporate Services S. Beukeboom, Supervisor of Budget and Financial Planning J. Hood, Manager of Communications, Advertising, and Marketing C. Davidson, Executive Assistant of Corporate Services N. Bloomfield, and Executive Assistant to Mayor and Council C. Ellison were also in attendance.

Orientation to 2026 Budget Process
Sara Beukeboom, Director of Corporate Services

Director Beukeboom provided an overview of the budget process using examples from the process in 2024. The slide deck is meant to be informational and to help the committee members orient themselves to the different budget types (Capital, Special Projects, Operating, and Water-Wastewater). She reminded everyone that last year the increase overall was 6.2% and staff are already in the planning process to forecast any budget pressures for 2026. She also noted that a new Long-Term Financial Plan is coming this year for the next ten years, as the 2022 plan is no longer reliable. Our expansionary side of the budget is expected to increase to help plan for the growth that the municipality is now starting to experience, with far more to come. Staff will highlight more of the major projects that the City is investing in to help the public understand where money is being spent.

Budget Calendar
Sara Beukeboom

Director Beukeboom shared the key dates for the budget process this year, noting that the plan is tracking similarly to that of last year. September will see presentations by departments and agencies with deliberations of the budget committee happening in early October. A public meeting and Council deliberations will be in November after the Mayor releases his proposed budget.
