C. Appleton called the meeting to order at 2:31 p.m. Councillor P. Warren and Councillor D. Joyce and members B. Junkin and J. Taylor were in attendance.

Director of Public Works B. Robinson, Manager of Environmental Services D. Kerr, Waste Technician B. Ferguson and Administrative Assistant S. McKillop were also in attendance.

Waste Management Advisory Committee Meeting from August 14, 2024

    That the minutes of the Waste Management Advisory Committee meeting held on Wednesday, November 13, 2024, be adopted as circulated.

P. Warren advised the Committee and Staff that Report WM2024-008, Blue Box Transition Options for Non-Eligible Sources, was deferred at the Regular Council Meeting of November 19, 2024 to allow for consultation with the Waste Management Advisory Committee.  The Committee discussed the continued collection of Non-Eligible Sources and whether or not a letter of support could be sent to the Province to advocate for the inclusion of Non-Eligible Sources in the extended producer responsibility.  B. Robinson advised that Staff agree with this request and would support advocating to the Province before the transition period ends on December 31, 2025.

    That Council be asked to consider forwarding a letter to the Province to advocate for the inclusion of Non-Eligible Sources in the extended producer responsibility.

Kerr advised the Committee that the Waste Management By-Law has been amended to incorporate Source Separated Organics (SSO) as well as Non-Eligible Sources.  Report WM2024-009, being the Waste Management By-Law 2016-144 Repeal and Replace, was deferred from the Regular Council Meeting of November 19, 2024 to allow for consultation with the Waste Management Advisory Committee.  Minor edits and administrative updates were also incorporated to include Staff and Contractor safety.

Waste Technician B. Ferguson presented to the Committee a presentation from Dillon Consulting.  The Committee requested Dillon makes the colour squares bigger on the pie graph for Non-Eligible Stops Breakdown.  B. Ferguson advised the Committee that Dillon Consulting is hosting 2 open houses on November 30, 2024, the first is 10:00 a.m. to 12:00 p.m. at the Lindsay Library and the second from 1:00 p.m. to 3:00 p.m. at the Mariposa Fire Hall.

    That the presentation by Waste Technician B. Ferguson, regarding the Integrated Waste Strategy, be received.

D. Kerr advised the Committee that the contract for the bins that are required for the Source Separated Organics (SSO) Program is complete and curbside bins as well as kitchen pails are to be delivered to eligible residents in November (with informational packages).  The collection of source separated organics (SSO) will take place on Fridays except for holidays.  D. Kerr also advised that Staff have contacted local retailers to encourage them to have an inventory of biodegradable bags.  The Committee requested that Staff bring a list of accepted items in the SSO program to the next meeting.
