    RESOLVED THAT the minutes of the Waste Strategy Task Force meeting held on October 25, 2017 be adopted as circulated.

Staff summarized the results of the clear bag curbside collection.  Garbage pick up curbside decreased by 20% in 2017 and recycling increased by 11%. The recycling facility volumes are up by 9%. Contamination rates of the recycling sent to the facility are 2% which is an increase.  Suggestions were made to increase education and publicity to help decrease contamination and to provide the above numbers to council.

NEW BUSINESS

2018 budget was approved to begin a pilot project for C& D at Fenelon and Lindsay/Ops landfills.  Start date has been pushed back to April 2, 2018 to accommodate time frame for awarding the contract. Landfills will be staged, staff trained and advertising put in place once contract has been awarded.

Discussion surrounding current Adopt a Road program and changes the council members on the Waste Strategy Task Force would like to see in order to keep the program running.  Opinions from the Waste Strategy Task Force and other committees  and groups will be considered prior to compiling the next report.

Waste Management Staff are reviewing report and providing feedback to  Stewardardship Ontario regarding future Blue Bin initiatives.  Legislation is pending which will make the producer 100% responsible for costs associated with Blue Bin recycling. Legislation will be instrumental in determining future collection contracts.  Task force requests an update once more information is available.

Waste Management Staff is currently reviewing report and providing feedback on organics. Organics legislation will be driven by the geographic area and population of municipalities.  Programs must be in place by 2025 and will include leaf and yard composting.  The City will be required to comply and will explore options once legislation is determined.

Waste Management Staff are currently reviewing and providing feedback on a report on upcoming legislation for tire recycling.  Recycling of tires is slated to become 100% producer responsibility. New legislation will mean possible changes in the way the landfills handle tires.

Request was made for staff to provide up-to-date numbers on the life expectancy of the existing landfills.  Task Force would also like to start thinking about long term planning for landfill sites.  Both of these items will be addressed in the spring/summer.
