The Chair called the meeting to order at 9:00am.

The Chair added three items to the agenda.

    Resolved that the minutes from the June 22, 2017 committee meeting be approved as circulated.

CARRIED

No landfill complaints.

Marlene Edwards noted that the signs for the hours at the Fenelon Landfill are hard to read when driving passed the site.

Angela Porteous stated that new advertising will be going out on social media informing the public of winter hours so this should help with this issue.

Kerri Snoddy presented a powerpoint presentation on the Fenelon Landfill 2016 Annual Report.

Angela Porteous informed the group that the Fenelon Landfill final cover on Phase 1 is now completed with pollinator seed mix.

Angela Porteous informed the group that the Construction and Demolition Recycling Report went to council on September 12, 2017. Council approved a pilot program from March 1, 2018 to Dec 31, 2019.

Angela Porteous updated the group that the City is still working with Reclay on the Curbside Study. This will be going to Council by November at the latest.

Councillor Stephen Strangway informed the group that an extra calcium application on Mark Road was turned down, however Council will now be looking at calcium application across the City to potentially provide more applications in the future.

Angela Porteous explained to the group that the City has recently finished a report to bring to Council supporting a mattress recycling program for the City to start June 1, 2018 to December 31, 2019.

    Resolved that the Fenelon Landfill Public Review Committee endorse the implementation of a pilot mattress recycling program for the City of Kawartha Lakes to start June 1, 2018 to December 31, 2019; and

    That staff circulate the one year pilot recommendations to the committee for feedback and input in July 2019.

Councilor Stephen Strangway read a Council Resolution to the group to allow two weeks in the spring and fall of 2018 where residents can drop off clear bag waste and leaf and yard waste for free. Councilor Stephen Strangway asked group members to think about this Resolution and come back to the next meeting with comments.

Julia Taylor addressed an issue of lack of public spaces recycling within the City. Angela Porteous and Julia Taylor will coordinate to have a discussion with the Parks and Recreation staff to discuss this item.
