The chair called the meeting to order at 3:00pm.

There were no declarations of pecuniary interest disclosed.

There was a dust complaint on July 15th due to construction activities going on at the site. Staff informed the contractor to ensure that enough watering is being done during construction.

No leachate outbreaks.

The MECP approved an amendment to the ECA and design for the new section of Cells 4 and 5 (North Half).During construction is was found that waste and cover soil placement in an adjacent cell was covering a temporary berm which was to be removed. In order to maintain proper drainage WSP proposed to excavate holes and cut portions of the geomembrane within the berm rather than removing the entire berm and soil placed on top.

Staff discussed recent MECP groundwater comments and a stormwater inspection report by the MECP on June 7. Staff will keep the PRC up to date on upcoming meetings with the MECP to discuss groundwater and surface water at the Lindsay Ops landfill.

Staff provided a presentation proposing a voluntary ban of single use plastics within Kawartha Lakes. These recommendations will be brought to council in November.

    Resolved that the Lindsay Ops Landfill Public Review Committee supports the recommendation to proceed with a voluntary ban of single-use plastics and Styrofoam in Kawartha Lakes and to phase out single-use plastics and Styrofoam in Kawartha Lakes facilities and buildings.

Staff provided the first draft of the Integrated Waste Management Strategy Update to the PRC for their comments. Comments from several committees will be received in September and a final draft will be brought to the PRC in October before it goes to council.

The next meeting will be Wednesday, October 9th at 2:00 p.m. in the Weldon Room, City Hall.
