Call to Order

Mayor Letham called the Meeting to order at 1:00 p.m. Deputy Mayor T. Richardson and Councillors R. Ashmore, P. Dunn, D. Elmslie, P. O'Reilly and A. Veale were in attendance in Council Chambers. Councillor K. Seymour-Fagan was in attendance electronically.

Councillor E. Yeo was absent.

CAO R. Taylor, City Clerk C. Ritchie, Deputy Clerk J. Watts and Administrative Assistant K. Lewis were in attendance in Council Chambers.

Council

Councillor Elmslie:

• After a two (2) year hiatus, the Kawartha Lakes Country Living Home Show will be held at the Fenelon Falls Community Centre from April 22nd to April 24th. Residents are encouraged to visit the home show.

Deputy Mayor Richardson:

• Earth Week 2022 runs from April 18th to April 22nd.  Residents are encouraged to participate in the City's Adopt-a-Road Program for spring clean-up, the Seed Bomb Workshop offered through the Kawartha Lakes Library and to also take part in the City's wood chip giveaway that is offered at the Lindsay Ops Landfill Site.
• Residents are encouraged to use reusable household products. 
• A spring clean up will be held at Pontypool's Nimigon Park on April 23rd.

Councillor Ashmore:

• The Omemee Swans Club has donated a bench to the Omemee Beach Park; the Club was thanked for all of their contributions to the community;
• The Mary Street Mill Pond Bridge is currently open for pedestrian traffic and will be open to vehicular traffic soon; details on the grand opening of the event will be released once they are available.
• A spring clean up will be held in Pleasant Point on May 14th at 10:00 a.m. at Grove Road.
• Members of the public were thanked for their letters of support and were also thanked for his selection as Best Local Politician through the 2022 Readers Choice Awards.
• Residents were encouraged to participate in the Daffodil Program for the Canadian Cancer Society.  Donations will help the fight to end cancer.

Councillor O'Reilly:

• The Central Farm Show, held at the Lindsay Exhibition, was a success.
• Local realtor, Brad Bird, has opened a new real estate brokerage in Lindsay.  The newly branded Birdhouse Realty Inc. is open for business.

Councillor Seymour-Fagan:

• Dan Rosebrugh, Engineering Technician, was congratulated on being awarded the Scott McKay Award.  The Municipal Engineer's Association and the Ontario Good Roads Association present the Scott McKay Award to the participant achieving highest average mark on any two of the Scott McKay Municipal Technology courses.

  That the subject property, being a portion of shoreline road allowance adjacent to 27 Campbell Beach Road and legally described as Lot 4 on Plan 235, in the Geographic Township of Carden, City of Kawartha Lakes, be declared surplus to municipal needs;

  That the closure of the portion of shoreline road allowance to the adjoining landowner be supported, in principle, in accordance with the provisions of By-Law 2018-020, as amended, and the Municipal Act, 2001, and subject to the parties entering into a conditional Agreement of Purchase and Sale;

  That Council set the value of the land at the higher of the appraised value or the minimum set price of $23.00 per linear foot of shoreline road allowance adjacent to a lake;

  That Staff be directed to commence the process to stop up and close the said portion of shoreline road allowance;

  That a by-law (with any amendments deemed necessary) to close the road and authorise its disposition shall be passed, if appropriate;

  That a deeming by-law be passed contemporaneously with the disposition by-law, if appropriate; and

  That the Mayor and Clerk be authorized to sign all documents to facilitate the road closing and conveyance of the lands.

  That the closure of the portion of shoreline road allowance to the adjoining landowner be supported, in principle, in accordance with the provisions of By-Law 2018-020, as amended, and the Municipal Act, 2001, and subject to the parties entering into a conditional Agreement of Purchase and Sale;

  That the subject property, being a portion of road allowance adjacent to 263 Somerville 2^nd Concession, Fenelon Falls and legally described as Road Allowance between Lot 18 and Lot 19, Concession 2, North of Plan 434, in the Geographic Township of Somerville, City of Kawartha Lakes, be declared surplus to municipal needs;

  That the closure of the portion of road allowance to the adjoining landowner be supported, in principle, in accordance with the provisions of By-Law 2018-020, as amended, and the Municipal Act, 2001, and subject to the parties entering into a conditional Agreement of Purchase and Sale;

  That Council set the value of the land at the higher of the appraised value or the minimum set price of $15.00 per linear foot of interior road allowance;

  That Staff be directed to commence the process to stop up and close the said portion of road allowance;

  That a by-law (with any amendments deemed necessary) to close the road and authorize its disposition shall be passed, if appropriate;

  That a deeming by-law be passed contemporaneously with the disposition by-law, if required; and

  That the Mayor and Clerk be authorized to sign all documents to facilitate the road closing and conveyance of the lands.

  That Staff be authorized to proceed with the process to designate the subject property under Part IV of the Ontario Heritage Act, including the preparation and circulation of a Notice of Intention to Designate, and preparation of the designating by-law; and

  That a designating by-law be brought forward to Council at the next Regular Council Meeting following the end of the notice period.
