P. Warren called the meeting to order at 2:09 p.m. V. Collings, J. Feltham, D. Lowles, E. McGregor, J. Morris, D. Pearson, and B. Snider were in attendance.

Staff present were Manager of Planning, R. Holy, and Recording Secretary E. Hallett.

William Steffler attended as guest.

Absent: R. Meegraw, K. Quinn, Councillor T. Richardson

    That the agenda be adopted as circulated.

There were no declarations of pecuniary interest disclosed.

 

Members debated the pros and cons of the use of ATV’s and ORV’s on City roads. 

Discussion included topics such as safety concerns, accident rates, carbon emissions, assorted statistics, potential loss of trail use, the Active Transportation Master Plan, connecting trail heads, local trail systems, ATV use in other municipalities, potential income for local business, tourism, potential of excluding urban areas, driveway to destination routes versus trail A to trail B.

Members focused on the following criteria:

  • Keeping status quo
  • Public Safety
  • Environmental concerns and carbon emissions
  • Completion of the Active Transportation Master Plan prior to considering any future use of ATV's within the public realm
  • Economic drivers and tourism

Members came up with a recommendation that will go to Committee of the Whole on May 4th, 2021.  P. Warren and D. Pearson will fine tune the comments and rationale and send the final draft to the ORV Task Force and Council in preparation for the May 4th Committee of the Whole meeting.

    That the City of Kawartha Lakes Environmental Advisory Committee recommends to Council that it retain current By-law 2019 – 077 (A By-Law to Regulate the Operation of ATV’s and ORV’s in the City of Kawartha Lakes).

The next CKLEAC meeting will be held on May 27, 2021 at 2:30 p.m. via Zoom.
