P. Warren called the meeting to order at 2:33 p.m.  V. Colling, J. Feltham, D. Lowles, E. McGregor, J. Morris (muted), D. Pearson, K. Quinn, B. Snider, and Councillor T. Richardson were in attendance.

Staff present were Acting Director of Development Services, R. Holy, and Recording Secretary E. Hallett.

Plastics Reduction

Plastics Reduction initiative will remain on the Agenda, but remains on hold for the time being due to the Covid-19 pandemic.  D. Pearson suggested CKLEAC look into options for controlling blow off / litter from recycling bins, such as netting, lids, or perhaps more secure bins.  T. Richardson will contact Waste Division to investigate potential options for lids for recycling bins.

Pollinator Action Committee

P. Warren indicated Covid-19 Pandemic has slowed down progress this year, but items are still moving along such as the Reaboro Park Garden, the preparation of bee hotels for assembly, the donation of seeds secured, and plantings will soon take place. P. Warren will contact Communications Division to update Bee a Hero on social media.

D. Pearson commented that a memorial tree was planted on the Broad Street Island. Some of the remaining funds could be used for the planting of both native and pollinator plants in the location if approved by Parks Division.

P. Warren indicated that new signs would be required for the garden mapping and that she would contact S. Blayney for details regarding past sign purchases.

Active Transportation

D. Pearson reported on behalf of J. Morris:

J. Morris and A. Hornibrook (of Kawartha Cycling Club) attended Parks Advisory Committee meeting in April and proposed going ahead with Queen’s Square plans. A CHEST Fund grant application will be made by the Kawartha Cycling Club for the purpose of providing a welcoming space for those on foot or bicycle, including features such as bike corrals, hydration station, shade structure, and bike repair station. It was suggested that paving, replacing steel arches, benches and picnic tables, and plant materials fall under the Parks Division.  Next steps include sharing the designs with various stakeholders for input, and following up with Parks Division with the responses.

Additionally, J. Morris noted that bike racks for Logie, Memorial, and Old Mill Park have been ordered, and that Council had approved bike lanes for both sides of Logie Street.  T. Richardson commented that Engineering and Public Works were looking into the bike lanes and she would get an update.

J. Morris reported that at the Parks Advisory meeting in April, he requested the Urban Canopy Project group be permitted to apply for a Heritage Tree Recognition from the non-profit Forests Ontario organization for the five 131 year old sycamore trees on Victoria Avenue (these trees are on City property and the responsibility of Parks Division). C. Shanks indicated a staff report will go to Council requesting approval (perhaps in July).

R. Holy reported that the Active Transportation Master Plan had been posted.

P. Warren suggested a second Round Table meeting be held toward the end of summer. Members offered input suggesting CKLEAC decide on a few ideas or topics to focus on (such as Trails, Canopy, or Shorelines) and then choose select groups to meet and discuss the various ideas. Members were asked to think about, and come up with potential ideas, and topics over the summer.  Additional suggestions were made about potentially meeting at the end of June with some or all of the groups. P. Warren will contact the groups to determine who may be willing to get together at the end of June to look at next steps.

V. Collings provided data and information about roadside plantings and policies in other areas such as England and Iowa, and suggested CKLEAC take part in a similar initiative in the City of Kawartha Lakes. P. Warren indicated the importance of having Public Works Division, and Parks Division on board. Discussion ensued regarding current policies and existing lists of Native Plants for the City of Kawartha Lakes.  Suggestions were made for the possibility of trying a test site on a local section of trail.

P. Warren, B. Snider, D. Pearson and V. Collings agreed to work together and reach out to B. Robinson (Public Works Division) and C. Shanks (Parks & Recreation Division) to gather input and determine next steps.

J. Feltham noted that the College may be able to assist and work with the task force or possibly provide volunteers for data collection on the test site.

E. McGregor will reach out to K. Virgoe to collect information on the Rural Tree Planting pilot project.

R.Holy reported that the first draft of the Rural Zoning By-Law is now available. Staff are reading through, and providing input, and it will be sent back to the Consultants in the next month or so.

The next CKLEAC meeting is scheduled for September 23rd, 2021 at 2:30 p.m. via Zoom.
