W. Bateman called the meeting to order at 4:03 p.m. with the following members present D. Carroll, J. Garbutt, and M. Sloboda.

    That the Kawartha Lakes Municipal Heritage Committee participates in Doors Open 2019 in partnership with Victoria County Historical Society and Kawartha Lakes Heritage Network. M. Sloboda will be the committee representative with D. Carroll as the alternate committee member representative. This committee will provide payment for the 2019 registration.

    That the Municipal Heritage Committee recommend that 41 Melbourne Street be considered for designation as a heritage site due to its architectural value; and

    That staff forward a report outlining the recommended designation to Council for their consideration.

The public notice period has ended with no objections.  The by-law will be going to the council meeting in January 2019. Once by-law has been adopted then the plaque can be ordered.

An application is going to be submitted in the near future for this to be designated. It is co-owned by City of Kawartha Lakes and Case Manor.

The Autumn 2018 issue from the Ontario Historical Society was circulated.

Discussion took place regarding the upcoming reconstruction of Downtown Lindsay.  The color of brick choice was red accenting with buff (pale yellow) brick.  This complies with the Heritage Conservation District Plan and Streetscape and Façade guidelines.

The style of lamp has already been provided to Engineering.

The committee does not want a wooden style planter as the wood deteriorates quickly. The committee requires additional information and recommends that streetscape design specialists, arborists and hardware experts be consulted to ensure the best choice of tree planting options. They note that run-off from salt-based de-icing damages in-ground trees in the downtown.

Work plan report was reviewed. 

Debra is to check with Melissa of the Downtown Lindsay BIA for Downtown Heritage Conservation District Lindsay plaque installation.

The committee recommends adding "in collaboration with the Heritage Network and the Victoria County Historical Society" to work plan item 7.

The committee recommends that work plan item 5 notes that the Osprey Heritage awards ceremony will take place in October or November of 2019.

An application was submitted a few months ago for adding a secondary sign for "Financial Services". It would wrap around the building. A blade style design has been recommended.

Debra will participate in a conference call with the bank's head office and their sign designer.

D. Harding left at 5:15 p.m.

Dorothy met with Economic Development staff regarding upgrades to properties through the CIP program. She noted that repairs are needed for the bottom portion of the old Post building due to deterioration from the way salt is being applied.

The chair requests that staff prepare a report to council to make them aware of the damage taking place to heritage assets in our downtown districts due to the type of salt/de-icing and the way it is being applied. The memo should also include snow damage to the dry stone wall at Balsam due to the plough going too fast and damaging their historic wall.

    That the committee supports preparation of a report to council outlining damage to heritage assets due to excessive salting of walkways use and snow removal procedures.

Enbridge is considering the donation of a gas lamp as a thank you gift to Fenelon Falls and is looking at locating it in the Heritage Conservation District area. Debra will continue to consult with the councilor for this ward on this potential project. The committee supports this possible addition to the Oak Street Heritage Conservation District.

The new owner of this property is wondering about requirements to replace the structure. They want the new building to be compatible with the heritage character of the others in the district. Looking at the house across the street as a model (the former Blue Oak B&B). Debra has provided them with the Heritage Conservation district guidelines.

An appraiser called on behalf of the insurance company and wants the current structure to be removed now due to safety concerns. The Building Division can issue an emergency demolition permit for this type of problem.

An email was sent to the insurance company today with excerpts from the Heritage Conservation District guidelines. Preliminary designs will have to come to the Municipal Heritage Committee for approval before receiving a building permit.
