Mayor Elmslie called the Meeting to order at 1:00 p.m. Deputy Mayor T. Richardson and Councillors R. Ashmore, D. Joyce, M. Perry, E. Smeaton and P. Warren were in attendance in Council Chambers.

Councillors C. McDonald and E. Yeo were in attendance electronically.

CAO R. Taylor, City Clerk C. Ritchie, Deputy Clerk S. O'Connell, Deputy Clerk J. Watts, Directors S. Beukeboom, C. Faber, R. Holy, B. Robinson, C. Shanks, Paramedic Chief S. Johnston and Economic Development Officer - Heritage Planning E. Turner were also in attendance in Council Chambers.

Bee A Hero Award Presentation
Councillor Warren

Councillor Warren provided an overview of the Bee A Hero Award recipients, being the Lindsay Community Garden, the Boys and Girls Club of Kawartha Lakes, Angela Kelley, Elizabeth Elliott, Heather Stresman and Sandra Morrison.  The overview included a description of the steps that each recipient has taken to enhance the pollinator plants within their gardens. The recipients were thanked for all of their efforts to improve their pollinator gardens.

Archival Project at the St. James Anglican Church, Fenelon Falls

Beverly Jeeves provided an overview of the archival project at the St. James Anglican Church in Fenelon Falls.  The project involved the creation on an online exhibit to tell the story of the establishment of the St. James Anglican Church.  As the project evolved, there was a clear connection to Anne Langton as she was a founding member of the St. James Anglican Church.  The St. James Anglican Church extends thanks and appreciation to the City of Kawartha Lakes and the Fenelon Falls Museum Board for their assistance with the archival project.

Heritage Inventory Update
Emily Turner, Economic Development Officer - Heritage Planning

Emily Turner, Economic Development Officer - Heritage Planning, provided an update on the City's Heritage Inventory Project Update.  The intent of the Heritage Inventory Project is to create a fulsome list of heritage properties within the City of Kawartha Lakes that can be referenced through an online mapping tool on the City of Kawartha Lakes website. The Update included an overview on the roll-out of the project within Bethany and Bobcaygeon and how community groups (such as the Manvers Historical Society) are assisting with the collection of information within those respective area.

    That the Municipal Heritage Committee’s recommendation to repeal and replace By-law 2022-082 and 2022-109 to designate 1590 Elm Tree Road be endorsed;

    That staff be authorized to issue a Notice of Repeal and Notice of Intention to Designate 1590 Elm Tree Road, Geographic Township of Ops;

    That a designating by-law be brought forward for adoption at the next Regular Council meeting following the end of the notice period;

    That a by-law to repeal By-laws 2022-082 and 2022-109 be brought forward for adoption at the next Regular Council meeting following the end of the notice period; and

    That this recommendation be brought forward to Council for consideration at the next Regular Council Meeting.
