Call to Order

 

Mayor Elmslie called the Meeting to order at 9:00 a.m. Deputy Mayor T. Richardson and Councillors R. Ashmore, D. Joyce, M. Perry, E. Smeaton and P. Warren were in attendance in Council Chambers

Councillor C. McDonald was in attendance electronically

Councillor E. Yeo arrived at 9:18 a.m.

    That the 2023 Proposed Tax Supported Operating Budget, attached as Appendix A to Report CORP2023-001, be tabled for deliberation;

    That the 2023 Proposed Special Projects Budget, attached as Appendix B to Report CORP2023-001, be tabled for deliberation;

    That the 2023 Proposed Water and Wastewater Operating Budget, attached as Appendix C to Report CORP2023-001, be tabled for deliberation;

    That the 2023 Proposed Water and Wastewater Capital Budget, attached as Appendix D to Report CORP2023-001, be tabled for deliberation;

    That the $600,000.00 in debenture financing of the 2023 Piers, Docks and Wharfs capital project (950230105) be replaced by $600,000.00 in Capital Contingency Reserve (1.32248) financing; and

    That the additional 2023 Blue Box Grant Funding of $502,392.00 be transferred to the Capital Contingency Reserve (1.32248), committed to Waste Management future operating and capital expenses.

The overview included an outline of the water systems that are maintained and operated by the City of Kawartha Lakes. Adam Found, Manager of Corporate Assets, provided an overview of the proposed 2023 Water and Wastewater Capital Budget. Carolyn Daynes, Treasurer, provided an overview of proposed Water and Wastewater User Rates for 2023.
