Mayor Letham called the Meeting to order at 1:00 p.m. Deputy Mayor T. Richardson and Councillors R. Ashmore, P. Dunn, D. Elmslie, P. O'Reilly, K. Seymour-Fagan, A. Veale and E. Yeo were in attendance.

CAO R. Taylor, City Clerk C. Ritchie, Deputy Clerk S. O'Connell, Deputy Clerk J. Watts, Directors B. Robinson, C. Shanks, J. Stover, Paramedic Chief R. Mellow and Fire Chief T. Jones were also in attendance in Council Chambers.

Directors J. Rojas, R. Sutherland and City Solicitor R. Carlson were in attendance electronically.

​The Meeting was opened with the singing of 'O Canada'.

The Mayor acknowledged that August 23rd is the Day of the Ukranian Flag and August 24th is Ukranian Independence Day.  As a show of support, the City of Kawartha Lakes hosted the Ukranian Canadian Congress for a flag raising ceremony on August 23rd and the lights of City Hall will be changed to yellow and blue to honour the people of Ukraine as they continue to resist Russia's devastating and unlawful occupation of their country.

​Mayor Letham asked those in attendance to observe a Moment of Silent Reflection.

Councillor Elmslie:

  • The Annual Kawartha Arts Festival will be held at the Fenelon Falls Fairgrounds over Labour Day Weekend.  Residents are encouraged to attend as it will be an opportunity to take care of some early Christmas shopping.

Deputy Mayor Richardson:

  • The Bethany Athletic Society hosted the Bethany Show and Shine at the Bethany Community Park on August 13th and August 14th.
  • A Show and Shine was hosted at the Pontypool Park on August 13th and August 14th; all funds raised were in support of the Foodbank.

Councillor Ashmore:

  • The Human Society of Kawartha Lakes has started a fund to assist pet owners who cannot afford surgery for their small animals; residents are encouraged to support the Humane Society.
  • The Pleasant Point Union Church celebrated its 100th Anniversary on August 14th.
  • The grand opening of the newly constructed patio at the Omemee Legion will be held on August 28th at 1:00 p.m. The construction of the new patio was made possible by an Ontario Trillium Grant.
  • Sandra Jack, a former member of council for the Town of Lindsay passed away on July 4th; condolences were offered to the family and friends of Sandra.

Councillor O'Reilly:

  • The Emergency Services Golf Tournament will be held at the Lindsay Golf and Country Club on August 24th.
  • The Lindsay Exhibition will be held from September 17th to September 23rd. There will be no charge for admission from September 17th to September 21st.

Councillor Seymour-Fagan:

  • Residents are encouraged to attend their local farmers' market to enjoy local produce and support our local farmer's.
  • The 2nd annual fundraising event will be held at el Patio in Bobcaygeon to raise funds for service dogs for veterans.

Mayor Letham:

  • The AMO 2022 Annual General Meeting and Conference was held in Ottawa on August 14th to August 17th.  Delegations were held with Minister Clark in relation to housing as well as with the Ministry of Transportation in relation to the use of ATV's on provincially owned right of ways.

City Clerk C. Ritchie provided an update on the 2022 Municipal Election.   City Clerk C. Ritchie confirmed that Council is now subject to restricted acts after nomination day, pursuant to section 27 of the Municipal Act. Residents are encouraged to visit the City's website for the most up-to-date information on the election process.

Chief Administrative Officer R. Taylor announces that Director of Human Services R. Sutherland is retiring as of September 1st.  CAO Taylor provided an overview of the accomplishments that have been achieved within the Human Services Division under Director Sutherland's leadership. CAO Taylor thanked Director Sutherland for his hard work and dedication to the City and wished him well on his retirement.

    That in accordance with Section 34(17) of the Planning Act, Council having considered the changes to the proposed Zoning By-law Amendment deems no further public notice to be necessary; and

    That the Mayor and Clerk be authorized to execute any documents required by the approval of these applications.

    That the City’s Development Application Approvals Process (DAAP) Fee be increased to 4.5% for subdivisions;

    That the City’s cost estimate schedule template for subdivisions be updated and amended for 2023, as outlined in Appendix A, to Report ENG2022-021; and

    That the City review the DAAP fee every two years to ensure the fee is fair and in line with the costs of engineering review and project management by the City.
