Chair A. Veale called the meeting to order at 7:03 p.m. Drainage Board members Councillor R. Ashmore, C. Clarke, M. Verbik were in attendance.

Deputy Clerk and Recording Secretary J. Watts, Supervisor of Technical Services M. Farquhar, and Drainage Superintendent L. Feitler, were also in attendance.

Drainage Board Meeting Minutes

Request for Drain Improvement – Section 78 Hugh Davidson Municipal Drain
Lucas Feitler, Drainage Superintendent – Engineering & Corporate Assets

Mr. Feitler provided an overview of his memorandum noting the history of this request. He stated that Mr. E. Bagshaw filed this Notice of Request for Drain Improvement (s. 78) on August 18, 2020, and the City is required to reply to his request within 30 days. He noted that the Hugh Davidson Municipal Drain had been largely unmaintained for the past 40 years, and had seen some unauthorized alterations from the original Drainage Report. He also stated that some of the current Ministry of Transportation design standards would not meet the existing design and infrastructure in place. He provided the Board the options noted in the memorandum, and noted that the scope and cost to return to the drain to the design specifications in the original report would be cost-prohibitive. Because of this, staff recommends that an engineer be appointed for a new engineers report. Mr. Feitler and Mr. Farquhar responded to questions from the members of the Board.

    Recommend That the memorandum from the Drainage Superintendent - Engineering and Corporate Assets L. Feiter, dated September 3, 2020, regarding the Request for Drain Improvement for the Hugh Davidson Municipal Drain by owners Ed Bagshaw of Concession 8, PT W1/2 Lot 19, geographic Township of Mariposa, be received;

    That the City proceed with the Request for Drain Improvement submitted by Ed Bagshaw for an improvement to the Hugh Davidson Municipal Drain and the City Clerk proceed by sending notices required under Section 5 and 78 of the Drainage Act, R.S.O. 1990, Chapter D. 17;

    That pursuant to Section 8(1) and 78(2) of the Drainage Act, R.S.O. 1990, Chapter D. 17, and subject to any objection from Kawartha Conservation, that M. Gerrits Consulting Inc. be appointed as the Drainage Engineer on a date 30 days from the notice to the Kawartha Conservation for the examination of the drainage works and to proceed with the requirements of the proposed improvement under section 78 of the Drainage Act, R.S.O. 1990, Chapter D. 17.

Discussion on Roadside Ditching's Relationship to Municipal Drainage
Mike Farquhar, Supervisor of Technical Services - Engineering & Corporate Assets

Mr. Farquhar provided an update from a specific Public Works ditching matter discussed at the previous Drainage Board meeting. He noted that Public Works and Engineering were working together to come forward at a future meeting to discuss the roadside ditching program. He responded to questions from the members of the Board.
