Mayor Elmslie called the Meeting to order at 7:00 p.m. Deputy Mayor T. Richardson and Councillors D. Joyce, E. Smeaton and M. Perry were in attendance in Council Chambers.

Councillors R. Ashmore, C. McDonald, P. Warren and E. Yeo were in attendance electronically.

Ron Taylor, Chief Administration Officer, Carolyn Daynes, Treasurer and Adam Found, Manager of Corporate Assets provided an overview of the 2023 proposed budget for the City of Kawartha Lakes.  The overview included a summary of the proposed Capital Budget, the proposed Special Projects Budget, the proposed Water and Wastewater Budget and the proposed Operating Budget.

Ross Memorial Hospital 2023 Budget Request

Kelly Isfan, President and Chief Executive Officer, Ross Memorial Hospital, and Tim Shauf, President and Chief Executive Officer, The Commonwell Mutual Insurance Group and Ross Memorial Hospital Foundation Campaign Chair, provided an overview of the Ross Memorial Hospital and the critical capital needs that the Hospital will be facing, including a new clinical information system, diagnostic imaging, emergency department renovations, ICU expansion and enhanced equipment. Council was thanked for the financial support that the City has provided in the past; Ms. Isfan and Mr. Shauf outlined that the Ross Memorial Hospital is requesting additional funding of four million dollars to support the critical capital needs that were outlined.

Kawartha Art Gallery 2023 Budget Request

Susan Taylor and Dionne Beard provided an overview of the Kawartha Art Gallery.  The overview included detail on the history of the Gallery, a summary of recent event and programming partners, how the community benefits from the Gallery and how the gallery relates to the City's Cultural Master Plan.  Ms. Taylor and Ms. Beard outlined the Kawartha Lakes Art Gallery is requesting financial support from the City in the amount of $225,000.00 to be provided incrementally with a $50,000.00 contribution for 2023, a $75,000.00 contribution for 2024 and a $100,000.00 contribution for 2025.

Barbara Doyle provided an overview of the Kawartha Lakes Museum and Archives.  The overview included a highlight of their achievements from 2022, a detailed explanation of their spending allocation from 2022 and how financial support from the City in the amount of $250,000.00 would assist the organization with the costs that are associated with permanent, full-time skilled staff.

Mr. Alessandro highlighted concern surrounding the need to support seniors and provide better accommodations within the budget for seniors.

Raymonde Blais Couture spoke in opposition to the proposed 2023 Budget for the City of Kawartha Lakes.  Ms. Blais Couture outlined concerns regarding the services that are provided to residents who live on unmaintained roads (i.e. Maguire Beach Road). Ms. Blais Couture asked that services be increased for residents who reside on unmaintained roads.
