Crystal Morrissey called the meeting to order at 1:31 p.m.  D. Engelstad, C. Morrissey, A. O'Bunsawin, E. Peeters, M. Porteous and N. Price were in attendance. Councillor Elmslie joined at 1:42.

Accessibility Office B. Condie and Recording Secretary K. Lewis were also in attendance.

B. Condie welcomed the Committee back and hoped everyone enjoyed the summer. B. Condie met with the Public Spaces Working Group regarding a presentation to Council and will continue that conversation with them. The Community Safety and Well Being Plan Advisory Committee asked for the public's assistance with a survey and B. Condie circulated the survey to the Committee. There were 223 participants who completed the survey over the summer with housing being a priority. Four round tables were held by the Committee with various support groups with valuable information being shared. The Committee will try to put a plan together from the round tables and the survey.

E. Peeters provided that the Public Awareness Working Group did not meet over the summer and she had nothing to report.

A. O'Bumsawin provided that a number of site plans for new development continue to come in for review and comment.

B. Condie added that M. Porteous and S. Fox met over the summer and have drafted a site plan checklist. The checklist was created taking into account the common recommendations made by A. O’Bumsawin when reviewing past site plans for new development. The thought is to make this list available to developers, as a pre-consultation site plan backgrounder that provides resources, information and pre design comments from the Accessibility Advisory Committee. In addition and as part of the draft site plan backgrounder, the Public Spaces Working Group met virtually with Jamie Shipley from the Canadian Mortgage and Housing Corporation in August. J. Shipley advised that there is project funding available for accessible/affordable/energy efficient housing. He said he would be pleased to speak with an investor/developer interested in competing for the funding. J. Shipley also advised that the CMHC are developing a universal design guideline, which he anticipates will be available in late October. The link to the universal design guideline will be included in the draft site plan backgrounder. B. Condie also met with Human Services Housing to discuss CMHC funding and guideline. Staff were aware of the funding available however advised unfortunately many of the projects in Kawartha Lakes would probably not benefit due to the size of the projects stating the funding is meant more for very large scale, large City development.

B. Condie has provided the Accessibility Advisory Committee with this list for review and comment. B. Condie will circulate to the Senior Management Team and the Planning Division for their comment before finalizing the draft. 

Councillor Elmslie provided a brief update that the public are suffering with Covid fatique. Many dissatisfied people around vaccinations and public spaces. This is a Provincial Regulation and we will abide by this.

Kent Street is almost finished and looks very good with the corners completed to a standard that will help people. Fenelon Falls Second Phase is moving along with an anticipated completion date of the end of October. There are some issues with the accessible parking and we hope to have this resolved soon.

Our Transit Department is having its challenges right now with restrictions with how many people can ride the bus and having to leave people behind. A meeting has been organized with the Health unit to discuss this issue.

Budget Meetings for 2022 have commenced starting with the Special Council Meeting on September 14, 2021 with an overview from Departments and some of the pressures they are facing and hopes for next year.

B. Condie advised that Carl Rennick of the Bobcaygeon Curling Club made contact with information on an exciting opportunity for people with physical disabilities. The Bobcaygeon Curling Club will provide introductory curling sessions at the club on Saturday, October 16, 2021 from 12 - 4 p.m. The club is a fully accessible curling facility. Canadian wheelchair curling team member Jon Thurston is hosting a "Give it a Go Day" to introduce others to his sport. Jon Thurston is a Dunsford native who helped Canada to a silver medal at the most recent world championships. B. Condie asked the members to circulate the information widely to their contacts.
