Mayor Elmslie called the Meeting to order at 1:00 p.m. Deputy Mayor C. McDonald and Councillors R. Ashmore, D. Joyce, C. McDonald, M. Perry, T. Richardson and P. Warren were in attendance in Council Chambers.

Councillors E. Smeaton and E. Yeo were in attendance electronically.

CAO R. Taylor, City Clerk C. Ritchie, Deputy Clerk S. O'Connell, Directors L. Barrie, S. Beukeboom, C. Faber, C. Shanks, J. Rojas, B. Robinson, Fire Chief T. Jones and Paramedic Chief S. Johnston were also in attendance in Council Chambers.

City Solicitor R. Carlson, Manager of Strategy and Innovation B. Stonehouse and Deputy Paramedic Chief J. Golden were in attendance electronically.

Councillor Warren:

  • Kudos were extended to the Burnt River Community Centre for another successful Chili Cook Off; it is an annual fundraising event for the Burnt River Community Centre.
  • Residents were invited to Frost Fest which will be held in Bobcaygeon from February 17th to 19th.  All of the volunteers and supporters of the event were thanked for organizing the event.

Councillor Richardson:

  • The Manvers Swans will be hosting a live auction on February 17th for two tickets to a NHL Hockey Game (the Toronto Maple Leafs vs. the Anaheim Ducks). Tickets are available on the Manvers Swans Facebook page.
  • The Pontypool Community Centre will be hosting a kid's movie night on Friday, February 2nd; this will be a monthly event.
  • The Pontypool Community Centre will be receiving food donations on an ongoing basis. Residents were encouraged to keep supporting our local food banks as they are going through a lot of donations this year.
  • There will be a sponsored Public Skate at the Manvers Arena on Friday, February 2nd from 2:30 p.m. to 4:30 p.m.  The Skate will be sponsored by Project Kibble which is run by Gladys Stojko and Team to raise funds for animal shelters. Participants are asked to donate gently used clothing to support the Kibble Project.
  • The City's Parks and Recreation Division were thanked for implementing the Kawartha Lakes Sponsor a Skate Program. The Program has been well received in our communities and staff were thanked for all of their efforts. 
  • Attended the 2024 Rural Ontario Municipal Association (ROMA) Conference and it was a great opportunity to network with other municipalities.

Councillor Joyce:

  • The Little Britain Community Association is launching their first bonspiel at the Oakwood Curling Club on February 10th.  There will be twelve teams and it will be a fun family event.  All funds raised with be used for projects in the community.

Councillor Yeo:

  • The refurbishment of the wharf in Coboconk is underway.
  • The construction of the Coboconk Wellness Centre is underway; the foundation is almost complete.
  • The outdoor skating rink at Ward Park in Norland is complete. 
  • Council was thanked for supporting the projects in Ward 1.

Councillor Perry:

  • The recent loss of Canadian political icon Ed Broadbent was recognized; he was a former Member of House of Commons who was known for his integrity and kindness.
  • Congratulations were extended to Councillor Warren in light of her appointment as Chair of the Kawartha Conservation Board.
  • The Fenelon Falls Chamber of Commerce Annual General Meeting was held at the Fenelon Seniors Centre on January 27th. The organizers of the event were thanked for their efforts.
  • A Healthy Aging Workshop will be held at the Fenelon Seniors Centre on February 15th.

Councillor Ashmore:

  • Councillor Ashmore attended the ROMA Conference; it was a great event and included a focus on Economic Development.
  • A Valentine's Day dinner will be held at the Omemee Legion on February 16th.
  • The Annual Radar Run will be held in Pleasant Point on February 18th; it was noted that the event will be weather dependent.
  • Words of congratulations were extended to the participants in the Starter Company Plus Program.  The participants included Brouwer Bake Shop and Wild Acres and residents were encouraged to support the local businesses.

Councillor Smeaton:

  • Words of congratulations were extended to Bistro 93 as a participant in the Starter Company Plus Program.
  • William Street Residence hosted a question and answer period with Councillor Smeaton and it was a great session.
  • Words of thanks were extended to Mayor Elmslie for encouraging members of Council to attend the annual ROMA Conference.
  • Local resident Tom Walling was congratulated on being selected as one of three Junior Fellows for the Association of Municipalities of Ontario (AMO).

Mayor Elmslie:

  • Mayor Elmslie noted that February is recognized as Black History Month.  Kawartha Lakes joins communities across Canada in celebrating the heritage of Black Canadians who have shaped our country.
  • Mayor Elmslie noted that he also attended the ROMA Conference. During the Conference Mayor Elmslie and the CAO met with members of the provincial government, received good feedback from them and he looks forward to seeing action on the items that were discussed.
  • Mayor Elmslie also attended the Eastern Ontario Wardens' Caucus meeting and attended a deputation on long term care to advocate for the long term care sector.

    That Council authorize the option to renew the contract, after the initial term, for an additional four (4) one (1) year terms, ending December 31, 2028, based on annual council budget approval, mutual agreement of the pricing and successful completion of the initial term and each term thereafter; and

    That upon approval, the Procurement Division be authorized to issue a purchase order.

    That following successful completion of the 2024 restorations, Mar-Co Clay Products be awarded an additional five (5) year term, to December 31, 2029, to provide ball diamond restoration services to the City on an as required basis; and

    That the Community Services Department be authorized to issue a purchase order.
