A. Hart called the meeting to order at 5:02 p.m. with the following members present Councillor R. Ashmore, A. Adare, W. Bateman, J. hartman, S. McCormack, I. McKechnie, J. Pitcher and S. Sims.

Staff Present: E. Turner, Economic Development Officer - Heritage Planning, L. Love, Economic Development Officer - Curatorial Serivces, D. Goodwin, Economic Development Officer - Arts and Culture, and M. Faulhammer, Planner II.

Absent: T. Richards

E. Turner let the Committee know that W. Peel had resigned from the Committee as he had moved away from Kawartha Lakes. The Committee thanked him for his service.

D. Goodwin, Economic Development Officer - Arts and Culture

D. Goodwin provided a presentation on the development of a new Cultural Centre in Kawartha Lakes. She outlined the background on the project and current status in stage two of study.

E. Turner, Economic Development Officer - Heritage Planning

E. Turner provided a presentation on the new amendments to the Ontario Heritage Act and its associated regulations through Bill 139. I. McKechnie noted that the change in regulations seemed as though it would not benefit anyone as it made the process for religious buildings more complex. J. Hartman asked if the change impacted the tax regulations for religious buildings and E. Turner replied that it did not. The Committee was supportive of providing comments to the province on the proposed amendments and striking a subcommittee to do so. I. McKechnie and A. Hart agreed to serve on the subcommittee.

Proposed Amendments to the Ontario Heritage Act through Bill 139

2023 Part V Heritage Permits

E. Turner provided an overview of the Part V heritage permits issued in 2023, noting that additional permits may be received through November and December.

Heritage Evaluations - Lady Eaton Elementary School and Omemee Train Station

The Committee reviewed the heritage evaluation matrices for Lady Eaton Elementary School and the Omemee Train Station. Councillor Ashmore told the Committee that he and E. Turner had met with a local groups who wants to acquire the station from the school board and repurpose it in the village. The group would like to see a designation on the station as it has a lot of historical value in Omemee. Councillor Ashmore noted that he would like to see both structures designated. A. Hart agreed that the station should be designated but felt that the school should be listed until the board's intentions for it were clear. E. Turner let the Committee know that if they wanted to proceed with the designation of the train station, a full heritage evaluation report would need to be prepared by staff prior to a recommendation being made to Council.

    That a full heritage evaluation report be prepared for the Omemee Train Station;

    That this recommendation be forwarded to Council for approval.

There was no report from the Designated Properties Subcommittee.

L. Love provided a verbal update on the Outreach Subcommittee. The Osprey Heritage Awards will take place on December 7 and members of the Committee are welcome to attend but will need to RSVP to Laura. Nine nominations were received and judging will take place on November 16. The Boyd Heritage Museum is also receiving the Milestone Award for its 25 years of operation.

E. Turner noted that the Listed Properties Subcommittee was going to meet later in November to go over what had been accomplished in 2023 and discuss next steps.

There was no update from the Scugog River Subcommittee.

There was no update from the Heritage Conservation District Subcommittee.

E. Turner provided an update on the work of the Old Mill Subcommittee. She spoke to the Director of Community Services who indicated that there was no intention of using the site for anything other than a park. Councillor Ashmore said that he still felt that there should be some revitalization done in that area and Council could take the lead on it. E. Turner noted that any further direction on the matter would need to come from Council as it was not the role of the Committee to direct departmental work plans. A. Hart agreed and suggested that the Committee would support future initiatives, if they are initiated. J. Hartman asked if the Old Mill itself would be designated and E. Turner let the Committee know that those conversations were happening internally with staff as it is a City-asset. A. Hart suggested that the subcommittee now be dissolved.

J. Hartman attended the National Trust for Canada conference in Ottawa in October and provided the Committee with a summary of some of the activities and sessions she participated in at the conference.

The next meeting will be Thursday, December 7, 2023 at 5:00 p.m. in Council Chambers at City Hall (26 Francis Street, Lindsay).
