Call to Order

Mayor Elmslie called the Meeting to order at 9:00 a.m. Deputy Mayor T. Richardson and Councillors R. Ashmore, D. Joyce, C. McDonald, M. Perry, E. Smeaton, and P. Warren were in attendance in Cpuncil Chambers.

Councillor E. Yeo arrived at 9:16 a.m.

Ron Taylor, Chief Administration Officer, Carolyn Daynes, Treasurer and Adam Found, Manager of Corporate Assets provided introductory remarks for the 2023 departmental budget overviews.  The introductory remarks included an overview of the budget process, as well as an introduction to the demands that will be placed on the 2023 budget. Treasurer Daynes reviewed the 2023 budget book and made note of updates that have been incorporated into the proposed 2023 budget.

Office of the CAO 2023 Budget Overview

Ron Taylor, Chief Administrative Officer, provided an overview of the Mayor and Council Division as well as the CAO Division. The CAO Division includes the Office of the CAO, the Office of the City Clerk (including Municipal Law Enforcement and Licensing and Records and Archives), Legal Services (including Realty Services, Provincial Offenses and Insurance and Risk Management) and Strategy Management. The overview included a description of the highlights and accomplishments from 2022, the objectives for 2023 as well as a summary of the budget pressures that will apply to 2023.

Ron Taylor, Chief Administrative Officer and (Acting) Director of Corporate Services, provided an overview of the Corporate Services Division. The Corporate Services Division includes Communications, Advertising and Marketing, People Services, Information Technology, Revenue and Taxation and Treasury. The overview included a description of highlights and accomplishments from 2022, the objectives for 2023 as well as a summary of the budget pressures that will apply to 2023.

The Development Services Division includes the Building and Septic Division, Economic Development and the Planning Division. The overview included a description of the highlights and accomplishments from 2022, the objectives for 2023 as well as a summary of the budget pressures that will apply to 2023.

The Community Services Division includes Building and Property, Customer Services and Parks and Recreation. The overview included a description of the highlights and accomplishments from 2022, the objectives for 2023 as well as a summary of the budget pressures that will apply to 2023.

The Public Works Division includes Roads Operations, Transit Operations, Waste Management Operations, Fleet Services and Water and Wastewater Operations. The overview included a description of the highlights and accomplishments from 2022, the objectives for 2023 as well as a summary of the budget pressures that will apply to 2023.

Juan Rojas, Director of Engineering and Corporate Assets, provided an overview of the Engineering and Corporate Assets Division. The Engineering and Corporate Assets Division includes Corporate Assets, Development Engineering, Infrastructure, Design and Construction, Technical Services, Crossing Guards and the Kawartha Lakes Municipal Airport. The overview included a description of the highlights and accomplishments from 2022, the objectives for 2023 as well as a summary of the budget pressures that will apply to 2023.
